HEADING:
Approving Comprehensive
Strategy Environmental Review Record - Finding of No Significant Impact on the
Environment - Publishing Notice of Intent to Request Release of Funds.
SYNOPSIS:
Recommend
approval of the Comprehensive Strategy Environmental Review Record, Finding of
No Significant Impact on the Environment, Publishing Notice of Intent to
Request Release of Funds and authorization for the City Manager to execute the
“Request for Release of Funds and Certifications.”

Amount:
$6,195,000
Currently, the
Program Year (PY) 2008 US Housing and Urban Development (HUD) block grant
entitlement funds available in the three programs included in the Consolidated
Plan are estimated to be:
- Community Development Block Grant
(CDBG) - $4,750,000
- Home Investment Partnership (HOME)
Program - $1,175,000. This amount includes $25,000 of projected American
Dream Downpayment Initiative (ADDI) funding.
- Emergency Shelter Grant (ESG) -
$195,000
- Reprogramming funding - $75,000
Funding levels
are contingent on final Federal Congressional and Executive action.

ADDITIONAL
INFORMATION:
The
cumulative environmental effects of activities to be undertaken as part of the
City's Citywide Comprehensive Strategy Area Projects during the 2008 Program
Year were reviewed and included in the 2008 Environmental Review Record
(ERR). After review of the ERR, staff
found that the City's Citywide Comprehensive Strategy Projects are not anticipated
to have a significant impact on the environment. These projects include the
Community Development Block Grant, Emergency Shelter Grant, Section 108 Loan
Guarantee, HOME programs, and American Dream Downpayment Initiative.
Staff
recommends that no further environmental review be conducted and that a request
for the immediate release of funds for the projects included in the Fourth Year
Action Plan (2008) of the 2005-2009 HUD Consolidated Plan be submitted to HUD.
