Purchasing awards for Bid V08-022 Police Ammunition Bid

 

 

SYNOPSIS:

 

Recommend approval of awarding bids to the following companies for police ammunition: 

  • Ultra Max Ammunition, 2112 Elk Vale Rd. Rapid City, South Dakota, Roger Braunstein, President;
  • Gil Hebard Guns Inc,. 125 Public Square, Knoxville, Illinois, Gil Hebard, President;
  • Ray O’Herron Co., Inc. 3549 North Vermilion Street, Danville, Illinois, Ray O’Herron, President.

ADDITIONAL INFORMATION:

 

A bidding process was initiated, on September 5, 2007, for the purchase of duty and practice ammunition required by the Police Department. Nine qualified vendors were issued bidding documents and four submitted proposals.  After reviewing the proposals the police department chose the low dollar bidder for each category of ammunition except for the 223 Caliber BTHP 69 grain Winchester ammo of 40,000 rounds. There were three bidders in this category. Two of the bidders proposed Federal 223 rounds instead of Winchester. The third and highest dollar bid was Ray O’Herron Co. The low dollar Federal bid was from UltraMax Ammunition at $24,800. Ray O’Herron proposed $29,960, but meets the Winchester specification. The bid specifications were clear in requiring the Winchester brand and alternatives were not to be accepted. The Winchester brand manufactured from the same production lot has been calibrated into all of the police department rifles and would require a considerable cost and expense to recalibrate them. This ammunition is and has been the department standard for training and on duty operations for a number of years.
