AGENDA HEADING:

 

Hold Hearing on conveyance of the North half of the vacated East/West alley right-of-way adjoining 2800 Kinsey Avenue to Robert and Barbara Henderson for $25.

 

 

SYNOPSIS:

 

Approval for conveyance of such property to Robert D. Henderson, Sr. and Barbara L. Henderson, 2800 Kinsey Avenue, Des Moines, Iowa, 50317-8335, for $25.  Iowa law requires this action prior to making a final determination on the proposed sale by resolution.  There is no current or anticipated public need for this property.

 

 

FISCAL IMPACT:

 

Amount:  $25 (Revenue)

 

Funding Source:  Sale proceeds will be deposited into the Fiscal Year 2007-08 Operating Budget, Property Maintenance Endowment Fund, SP767 PKS161625, page 259. The first $175,000 of annual proceeds to the Property Maintenance Endowment Fund will be returned to the General Fund (GE001 PKS161600) to offset the operating budget of the Property Management Division.

 

 

ADDITIONAL INFORMATION: 

 

On July 22, 1996, by Roll Call 96-2633, the City Council approved Ordinance No. 13,359 vacating the East/West alley right-of-way between East Washington Avenue and Kinsey Avenue, East of East 28th Street.

 

Portions of the alley were previously sold to adjoining property owners.  The sale of this parcel will help reduce the City’s alley ownership, and will allow the adjoining residential property owners to assemble the vacated alley right-of-way with additional owned property for back yard expansion.  The property being conveyed consists of approximately 296 square feet, and Robert and Barbara Henderson, owners of 2800 Kinsey Avenue, have submitted an offer of $25 to purchase the portion of the alley adjoining their property.
