AGENDA HEADING:

 

Hold Hearing on vacation and conveyance of portions of East Walnut Street and East 30th Court adjoining the Iowa State Fairgrounds to the State of Iowa for $5,000.

 

 

SYNOPSIS:

 

Recommend approval for the vacation and conveyance of above property to the State of Iowa Under the Custody and Control of The Iowa State Fair, Gary D. Slater, Manager and CEO, P.O. Box 57130, Des Moines, Iowa, 50317-0003, for $5,000.  This action is required prior to making a final determination on the proposed sale by resolution.  There is no current or anticipated public need for this property.

 

 

FISCAL IMPACT:

 

Amount:  $5,000 (Revenue)

 

Funding Source:  Sale proceeds will be deposited into the Fiscal Year 2007-08 Operating Budget, Property Maintenance Endowment Fund, SP767 PKS161625, page 259. The first $175,000 of annual proceeds to the Property Maintenance Endowment Fund will be returned to the General Fund (GE001 PKS161600) to offset the operating budget of the Property Management Division.

 

 

ADDITIONAL INFORMATION: 

 

On October 8, 2007, by Roll Call No. 07-1936, the City Council adopted a recommendation from the City Plan and Zoning Commission to vacate and convey portions of East Walnut Street and East 30th Court adjoining the Iowa State Fairgrounds, subject to reservation of an easement for all existing utilities now in place with right-of-entry for servicing same, until relocated at buyer’s expense, and provision of a hammerhead turnaround at the east terminus of the remaining portion of East Walnut Street.

 

The property to be conveyed consists of approximately 17,790 square feet.  The buyer will incorporate the street rights-of-way with the Iowa State Fairgrounds property for construction of an off-street parking lot.  A hammerhead turnaround at the east end of the remaining segment of East Walnut Street has been constructed by the buyer to alleviate the impact of the street vacation on the adjoining street system.

 

The State of Iowa has submitted an offer of $5,000 to purchase the above referenced property, which is equal to the estimated Fair Market Value.

Action:  Regarding request from Iowa State Fair Board to vacate a segment of E. Walnut Street from E. 30th Court to a point 121.5 feet west and a segment of E. 30th Court from E. Walnut Street to a point 150 feet south, subject to conditions. Moved by Hensley to receive and file, and refer to the City Manager for implementation in accordance with the City’s standard property disposition procedures.  Motion Carried 7-0.
