AGENDA HEADING:

 

Hearing on E. 29th Street and Hubbell Avenue Traffic Signal Upgrade:  Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids, and designating lowest responsible bidder as Baker Electric, Inc., Britt Baker, CEO, $107,018.

 

 

SYNOPSIS:

 

Recommend to hold a public hearing to allow for input on the E. 29th Street and Hubbell Avenue Traffic Signal Upgrade and to take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project.  This project provides for the upgrading of the existing traffic signals at the intersection of E. 29th Street and Hubbell Avenue.  The existing traffic signal poles will be removed and new foundations and signal poles will be installed outside the 10-foot clear zone.  New mast arms with overhead signals and back plates will be installed.  Left-turn phasing for Hubbell Avenue traffic and pedestrian signals will also be included.  The Iowa Department of Transportation (IDOT) has approved Traffic Safety Improvement Program project funding for 100% of the contract cost not to exceed $140,000.

 

 

FISCAL IMPACT:

 

Amount:  $107,018 Construction Contract ($119,000 City Engineer's Estimate)

 

Funding Source:  2007-2008 CIP, Page Traffic Control Improvements - 5, City-wide Signals, Channelization, and School Crossing Protection Program, TFC091, Iowa DOT Traffic Safety Funds for 100% construction cost only with $140,000 maximum.

 

 

ADDITIONAL INFORMATION:

 

On October 22, 2007, by Roll Call No. 07-2009, the City Council received and filed plans, specifications, form of contract documents, and City Engineer's estimate for the construction of the E. 29th Street and Hubbell Avenue Traffic Signal Upgrade.  Before the City Council can enter into a contract, it must hold a public hearing and approve the proposed plans, specifications, and form of contract documents and engineer's estimate for the construction of the E. 29th Street and Hubbell Avenue Traffic Signal Upgrade, 04-2007-002.  The improvement includes reconstructing the existing traffic signal to provide mast arm mounted signal indications and side-mounted signal indications on all approaches for better visibility in accordance with the contract documents including Plan File Nos. 478-089/094 at E. 29th Street and Hubbell Avenue, Des Moines, Iowa.

 

Sealed bids for the improvement were submitted by the following bidders:

 

Baker Electric, Inc., Des Moines, IA

Iowa Signal Inc., Des Moines, IA

The Waldinger Corporation, Des Moines, IA

 

The bids were received and opened at a public meeting presided over by the City Engineer in the City Council Chambers, 2nd Floor, City Hall, 400 Robert D. Ray Drive, Des Moines, Iowa at 11:00 a.m. on November 6, 2007.

 

The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by Baker Electric, Inc., Britt Baker, CEO, 111 Jackson Avenue, Des Moines, IA, 50315 in the amount of $107,018, and said bid should be accepted. The Finance Director has determined that funds are available for said improvement as stated above.
