AGENDA HEADING:

 

Award of Bid V08-026 20-Foot Support Trailers for Homeland Security Task Force Program.

 

 

SYNOPSIS:

 

Recommend approval of the bid for six 20-foot support trailers for the Homeland Security Task Force Program to Thomas Bus Sales, Inc., 5636 NE 14th Street, Des Moines, IA  50313, Richard Dietrich, President in the amount of $241,536.  A related item on the December 3, 2007 Council agenda approves the purchase of six Sport Utility Tactical Prime Mover Vehicles. 

 

The Equipment Transport & Support Trailer was put out for bid September 25, 2007. Seven qualified vendors were provided bid specifications and two of these vendors submitted proposals. 

 

One of the Equipment Transport & Support Trailers will be assigned to the police department’s Homeland Security Bureau and will become an addition to the City Fleet.  The remaining five vehicles will be delivered to the regional Homeland Task Force teams across the state.    

 

 

FISCAL IMPACT:

 

Amount:  $241,536 Grant Funding

 

Funding Source:  FY2006 Federal Homeland Security Grant Program made an allocation of grant funds to the State of Iowa. Iowa Homeland Security and Emergency Management entered in to a Sub-Grantee Agreement #2006-GE-T6-0065-008 with the City of Des Moines, Iowa to administer said funding. The City of Des Moines established Budget Code POL985312 to track and process the grant transactions.

 

 

ADDITIONAL INFORMATION:

 

The City of Des Moines serves as the fiscal agent and authorized representative for the administration of Iowa’s FY 2006 (WMD) Tactical Officers Task Force Program. The (WMD) Tactical Officers Task Force Program Leadership Committee, which is the governing body and policy making group for the newly created statewide response capability, have approved specifications for several specialized vehicles to be utilized by the six (6) WMD Tactical Officers Task Force Teams located across the State. One of the vehicles specified is an Enclosed Equipment Transport & Support Trailer.

 

Iowa’s WMD Tactical Officers Task Force Program workgroup completed a capability assessment and investment justification for FFY 2006 Homeland Security Grant Program funding, based on the National Preparedness Goal, federal Target Capabilities List, and the Iowa Strategy for Homeland Security and Emergency Management 2006-2008. 

 

Iowa’s WMD Tactical Officers Task Force Leadership Committee submitted a Grant Initiative and Investment Strategy for the purchase of support vehicles for Iowa’s WMD Tactical Officers Task Force Teams.  The Grant Initiative and Investment Strategy were reviewed and approved by U.S. Homeland Security and Iowa Homeland Security for funding, in July 2006. 

 

In accordance with the Grant Initiative and Investment Strategy approved by U.S. Homeland Security and Iowa Homeland Security in July 2006, each of the six (6) teams comprising Iowa’s WMD Tactical Officers Task Force Program will receive one (1) Enclosed Equipment Transport & Support Trailer, and one (1) Trailer Prime Mover / Surveillance Vehicle.  The City Council approved the purchase of Rapid Deployment Vehicles under the same grant agreement on September 24, 2007.  All vehicles will be purchased with funding from Iowa’s FY 2006 State Homeland Security Grant Program.

 

The Trailer Prime Mover/Surveillance Vehicle and the Enclosed Equipment Transport & Support Trailer will be additions to the police fleet to support the new capability.  The current purchase of the six (6) Transport & Support Trailers, and six (6) Trailer Prime Mover Vehicles will cost $506,934.  The total cost for all the vehicles purchased under the grant, including the Rapid Deployment Vehicles, will be $913,934.  Iowa’s WMD Tactical Officers Task Force Grant Program has authorized expenditures totaling $1,000,000.

Action:   Resolution whereby the City of Des Moines accepted Sub-grantee and Fiscal Agent responsibilities from Iowa Homeland Security and Emergency Management Division for the administration of the FY 2006 Homeland Security Grant Program (HSGP) funds for Iowa’s Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) Detection, Bomb Squad (EOD) and Weapons of Mass Destruction Tactical Officer’s (SWAT) Task Force Programs. ANTICIPATED ACTIONS AND FUTURE COMMITMENTS: 

 

The Police Department will receive, inventory and deliver equipment items back to the respective task force teams, and submit documentation and report actions to Iowa Homeland Security and Emergency Management and the Finance Department, to facilitate payment of vendors and support grant audit requirements.

 

The Police Department will coordinate grant reimbursements with the Finance Department and Iowa Homeland Security and Emergency Management.
