AGENDA HEADING:

Approving Bid No. V08-035 for Purchase of Refuse Collection Vehicle for Use by the Public Works Department.

SYNOPSIS:

Recommend approval to proceed with purchase of one refuse collection vehicle from Truck Country of Des Moines, (Steve Atkins, Sales Manager) 4300 NE 14^th Street, Des Moines, IA 50313, in the amount of $73,723 after trade-in.

FISCAL IMPACT:

Amount: $73,723 (after trade-in)

Funding Source: 2007-2008 Operating Budget, Fund EN151, Org PWK100101, Solid Waste Enterprise Fund, page 303.

ADDITIONAL INFORMATION:

Public Works staff evaluated and determined that the existing refuse collection vehicle for special collections exceeded minimum replacement criteria and needed to be replaced due to high maintenance costs and downtime. Bids were solicited for one refuse collection vehicle to be delivered to the Public Works Department. Three bids were received.

Low Bid Rejected

The low bid of $67,057 from McKenna Truck Center, (Bill McKenna, President) 5325 NE 14^th Street, Des Moines, IA 50313, was rejected because the bid was not compliant in the essential area of a six-speed automatic transmission. A six-speed transmission was specified to maximize efficiency and fuel economy.

Second Low Bid Rejected

The second low bid of $69,407 from Truck Equipment, McKenna Truck Center, (Bill McKenna, President) 5325 NE 14^th, Des Moines, IA 50131, was rejected due to the fact that McKenna could not provide the model of vehicle specified in their bid.

Third Bid Accepted

The third low bid was received from Truck Country of Des Moines, (Steve Atkins, Sales Manager) 4300 NE 14^th Street, Des Moines, IA 50313, in the amount of $73,723 after trade-in, and is in compliance with specifications according to City of Des Moines Fleet Services personnel.
