AGENDA HEADING:

 

Approving Professional Services Agreement with Veenstra & Kimm, Inc., to provide design and construction phase services for the Lower Union Park Sewer Separation not to exceed $328,405.

 

 

SYNOPSIS:

 

Approval of the Professional Services Agreement with Veenstra & Kimm, Inc., (H.R. Veenstra Jr., President, 3000 Westown Parkway, West Des Moines, IA 50266-1320), at hourly rates not to exceed $328,405, to provide design and construction phase services for the Lower Union Park Sewer Separation.  This work is included in the Long Term Control Plan that has been developed to eliminate Combined Sewer Overflows (CSO) as submitted to the Iowa Department of Natural Resources (IDNR) in compliance with the current National Pollutant Discharge Elimination System (NPDES) permit for the operation of the Wastewater Collection System.

Funding Source:  2007-08 CIP, Page Sanitary-8, SAE126, CSS-Lower Union Park Sewer Separation Project, Sanitary Sewer Revenue Funds.

 

 

ADDITIONAL INFORMATION:

 

The Lower Union Park Sewer Separation project provides for the construction of a storm sewer in the Eastside Trunk Combined Sewer System to remove the remaining storm inlets from the combined sewer system in an area bounded by Thompson Avenue on the north, University Avenue on the south, East 14th Street on the east, and Pennsylvania Avenue on the west.  The area lies upstream of the existing combined sewer overflow at the Birdland Marina.  This project will separate the sewer system, and may include the modification of the combined overflow in order to help meet the nine minimum requirements included in the current NPDES permit issued to the City of Des Moines in December of 2001.  This work is included in the Long Term Control Plan that has been developed to eliminate combined sewer overflows (CSO) as submitted to the IDNR in compliance with the current NPDES permit for the operation of the Wastewater Collection System.  State Revolving Funds (SRF) will be utilized for this project. 

 

City of Des Moines staff sent a Request for Qualifications (RFQ) to fifteen consultants and posted the RFQ on the City of Des Moines website.  Nine consultants submitted Statements of Qualifications.  A Selection Committee of City Public Works and Engineering Department staff reviewed and evaluated the Statement of Qualifications submitted by the nine consultants.  Three firms were interviewed.  Veenstra & Kimm, Inc. was selected for the Lower Union Park Sewer Separation project.  Staff has negotiated a Professional Services Agreement with Veenstra & Kimm, Inc., at hourly rates not to exceed $328,405 to provide design and construction phase services.
