AGENDA HEADING:

 

Approving Professional Services Agreement with Veenstra & Kimm, Inc., to provide design and construction phase services for the 33rd Street Storm Sewer Separation not to exceed $99,546.

 

 

SYNOPSIS:

 

Recommend approval of the Professional Services Agreement with Veenstra & Kimm, Inc., H.R. Veenstra Jr., President, 3000 Westown Parkway, West Des Moines, IA 50266-1320, at hourly rates not to exceed $99,546, to provide design and construction phase services for the 33rd Street Storm Sewer Separation.  This work is included in the Long Term Control Plan that has been developed to eliminate Combined Sewer Overflows (CSO) as submitted to the Iowa Department of Natural Resources (IDNR) in compliance with the current National Pollutant Discharge Elimination System (NPDES) permit for the operation of the Wastewater Collection System.

Amount:  $99,546

 

Funding Source:  2007-08 CIP, Page Sanitary-5, SAE054, City-wide Sanitary Sewer, Sanitary Sewer Revenue Funds.

 

 

ADDITIONAL INFORMATION:

 

This project provides for the separation of a combined sewer in the Ingersoll Run Sewer service area that currently serves an area along the 33rd Street corridor from High Street north to I-235 and continuing northwesterly from I-235 to near Kingman Avenue & 38th Street.  New storm sewer would be constructed in areas to accommodate the storm inlets currently connected to the combined sewer system.  New sanitary sewer would also be constructed in areas to accommodate the sanitary sewer service connections currently connected to the combined sewer.  This would allow the existing combined sewer in 33rd Street to be removed from the existing combined Ingersoll Run Sewer, and become a storm sewer to be connected to the new Ingersoll Run Storm Sewer.  This will separate a portion of the sewer system in this area to help meet the nine minimum requirements included in the current NPDES permit issued to the City of Des Moines in December of 2001. 

 

Veenstra & Kimm, Inc. was selected as the design consultant for this project because they have done design work on past and current projects within the Ingersoll Run basin.  Veenstra & Kimm, Inc. is completing the study and conceptual planning as part of The Ingersoll Run Basin Master Plan Study, which was approved by Council on March 20, 2006 by Roll Call 06-498.  This Study included storm water and sanitary sewer components including the design of the Ingersoll Run Outlet Storm Sewer from 32nd Street to 35th Streets, development of the schematic design of the drainage improvements along Ingersoll Avenue from M.L. King Jr. Parkway westerly to 42nd Street, development of the storm sewer separation plan for the 33rd Street Storm Sewer, and development of a schematic separation plan for the Ingersoll Run Basin westerly of 35th Street between the Ingersoll Avenue corridor and I-235.  In addition, Veenstra & Kimm has completed the design work on the I-235 Ingersoll Run Storm Outlet, between High & 22nd Streets to 32nd Street & Woodland Avenue, which will be the main conveyance for the contributing storm water in the Ingersoll Run basin.

 

This proposed Professional Services Agreement for the 33rd Street Storm Sewer Separation project is a direct result of the Ingersoll Run Basin Master Plan Study.  Staff has negotiated this Professional Services Agreement with Veenstra & Kimm, Inc., at hourly rate not to exceed $99,546, to provide design and construction phase services for the 33rd Street Storm Sewer Separation project.
