AGENDA HEADING:
Hearing on Court Avenue Streetscape Rehabilitation: Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids, and designating lowest responsible bidder as Baker Electric, Inc., Britt Baker, CEO, $626,358.41.
SYNOPSIS:
Recommend to hold a public hearing to allow for public input on the Court Avenue Streetscape Rehabilitation and to take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project. The Court Avenue Streetscape was originally constructed in 1986. A consultant was retained in 2006 to prepare an assessment of the condition of the streetscape and its various elements. The assessment recommended the following improvements:
- Several trees need to be replaced.
- Tree grates need to be replaced with
larger planting beds that could be landscaped with a variety of shrubs and
perennials for seasonal interest.
- Paving and hardscape areas are in need
of repair.
- The area needs a coordinated palette of
street furniture including trash receptacles, benches, planters, bike
racks and newspaper stand screens.
- The existing lighting on Court Avenue is
functionally inefficient and aesthetically unappealing and should be
replaced.
The project includes streetscape improvements to coincide
with recent development in the district.
The project began in 2006 with conversion of Court Avenue and
FISCAL IMPACT:
Amount: $626,358.41 Construction Contract ($719,412.50 City Engineer's Estimate)
Funding Source: 2007-2008 CIP, Page Street Improvements-12, Court Ave Streetscape - Two-way Traffic Conversion, STR225, $100,000 in private funds from Court Avenue District Housing Fund LLC payable upon completion of the project with the remainder in Tax Increment Funds.
ADDITIONAL INFORMATION:
On November 5, 2007, under Roll
Call No. 07-2109, the City Council received and filed plans, specifications,
form of contract documents, and City Engineer's estimate for the construction
of the Court Avenue Streetscape Rehabilitation.
Before the City Council can enter into a contract, it must hold a public
hearing and approve the proposed plans, specifications, and form of contract
documents and engineer's estimate for the construction of the Court Avenue
Streetscape Rehabilitation, 04-2007-013. The improvement includes removing tree
grates, constructing planters, landscaping, removing and replacing street and
pedestrian lights, and other incidental items, in accordance with the contract
documents, including Plans File Nos. 478-008/037 on Court Avenue from
Sealed bids for the improvement were submitted by the following bidders:
Baker Electric, Inc.,
T K Concrete Inc.,
Concrete Technologies, Inc.,
Castle Concrete Services Inc.,
The Hansen Company, Inc.,
Rochon Corporation of Iowa,
Inc.,
The bids were received and opened at a public meeting presided over by the City Engineer in the City Council Chambers, 2nd Floor, City Hall, 400 Robert D. Ray Drive, Des Moines, Iowa at 11:00 a.m. on November 20, 2007.
The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by Baker Electric, Inc., Britt Baker, CEO, 111 Jackson Avenue, Des Moines, IA, 50315 in the amount of $626,358.41 and recommends that the bid should be accepted. The Finance Director has determined that funds are available for said improvement as stated above.
