V08-027 Sport Utility Tactical Prime Mover Vehicles for Homeland Security Task
Force Program.
SYNOPSIS:
Recommend
approval of the bid for six Sport Utility Tactical Prime Mover Vehicles to Karl
Chevrolet,
The Sport Utility
Tactical Prime Movers were put out for bid September 26, 2007. Eleven qualified
vendors were provided bid specifications and three of the vendors submitted
proposals. One of the Sport Utility
Tactical Prime Movers will be assigned to the police department’s Homeland
Security Bureau and become an addition to the City Fleet. The remaining five
vehicles will be delivered to the regional Homeland Task Force teams across the
state.

INFORMATION:
Vehicle specifications were developed to fulfill the intended use
of the vehicles by the WMD Tactical Task Force Leadership Committee. The vehicles will be used to tow a 20-ft
Tandem Axle, Enclosed Trailer with 12KW Diesel Generator Set with a minimum
GVWR of #13,500 Pounds, which was based on the minimum requirements for a
trailer with a 12 KW Generator Set, steel shelving to transport current and
future tactical equipment for a team of twelve members. The Wells Cargo
Trailers bid are rated at #14,000 Pounds GVWR, though depending on each team’s
usage and the future addition of tactical robotics platforms, staff is anticipating
an actual GVW of between #8,000 and #9,000 pounds per trailer. Based on
the towing requirements for the trailer and the additional passenger and cargo
carrying requirements of the Prime Mover / Surveillance Vehicle (SUV), a ¾ ton
chassis is required. Only Chevrolet and GMC had a vehicle offering for this
weight class of vehicle and duty assignment.
The ¾ ton chassis is a Chevrolet / GMC requirement with the
specified options for: heavy-duty tow package, heavy duty suspension with
handling / trailering, heavy-duty brakes and heavy-duty six speed transmission
with tow / haul mode. The only engine currently available for the ¾ ton
Chevrolet Suburban chassis with the trailer towing and heavy-duty options
described, is the Vortec 6.0L V8 Engine. Neither the ¾ ton Suburban
chassis, nor the Vortec 6.0L V8 Engine comes with an E85 fuel option or hybrid
model, as recently confirmed by General Motors representatives.
The City
Council’s goal of a sustainable green community shall continue to be a vital
concern in all aspects of service delivery and transportation alternatives
associated with the mission of the Police Department. The department will
maintain appropriate sustainable goals in providing public safety service to
the community and will consider green alternatives such as renewable fuel and
hybrid engines when making vehicle purchases.

The capability assessment and investment justification were based on
the National Preparedness Goal, federal Target Capabilities List, and the

with the Grant Initiative and Investment Strategy approved by U.S. Homeland
Security and Iowa Homeland Security in July 2006, each of the six (6) teams
comprising Iowa’s WMD Tactical Officers Task Force Program will receive one (1)
Prime Mover / Surveillance Vehicle and (1) Enclosed Equipment Transport &
Support Trailer. The City Council
approved the purchase of Rapid Deployment Vehicles under the same grant agreement
on September 24, 2007, and approved the purchase of six (6) Transport and
Support Trailers on December 3, 2007. All
vehicles will be purchased with funding from

Prime Mover/Surveillance Vehicle and the Enclosed Equipment Transport &
Support Trailer will be additions to the police fleet to support the new
capability. The current purchase of the
six (6) Trailer Prime Mover Vehicles will cost $265,398. The total cost for all
the vehicles purchased under the grant, including the Rapid Deployment Vehicles
and Support Trailers, will be $913,934.

Nuclear and Explosives (CBRNE) Detection, Bomb Squad (EOD) and Weapons of Mass

ANTICIPATED
ACTIONS AND FUTURE COMMITMENTS:
The Police
Department will receive, inventory and deliver equipment items back to the
respective task force teams, and submit documentation and report actions to
Iowa Homeland Security and Emergency Management and the Finance Department, to
facilitate payment of vendors and support grant audit requirements.
The Police
Department will coordinate grant reimbursements with the Finance Department and
Iowa Homeland Security and Emergency Management.
