AGENDA HEADING:

 

Approving purchase of Multi-RAE Plus Wireless Monitors (Iowa CBRNE Detection Equipment Grant Program).

 

 

SYNOPSIS:

 

Recommend approval of purchase of eight (8) Multi-RAE Plus Wireless Monitors. The City of Des Moines serves as the fiscal agent and authorized representative for the administration of Iowa’s FFY 2006 Homeland Security Grant Program funds; it does this on behalf of Iowa’s Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Detection Equipment Program.  

 

The upgraded Multi-RAE Plus Wireless Monitor will be provided to Iowa’s (EOD) Bomb Squad Task Force Program to perform OSHA required environmental monitoring and to maintain interoperability with the following teams: Iowa’s (SWAT) WMD Tactical Officers Task Force Teams; Iowa’s Hazardous Materials Task Force Teams; and the Iowa National Guard’s 71st Civil Support Team. 

 

The City’s Procurement Administrator and the Police Department have determined that RAE Systems (3775 North First Street, San Jose, CA 94134, Robert I. Chen, President, CEO, and Director) is the manufacturer and sole area wide distributor for the identified equipment.  The Procurement Administrator and the Police Department recommend approval of the purchase of the environmental monitoring equipment from RAE Systems for a total cost of $38,150.

 

 

FISCAL IMPACT:

 

Amount: $38,150 – grant funding. This purchase is part of the equipment acquisitions approved in Iowa’s CBRNE Detection Equipment Program grant budget, which authorized expenditures totaling $260,000. 

 

Funding Source: 

 

The U.S. Department of Homeland Security (DHS), Grants and Training (G&T) FFY 2006 Homeland Security Grant Program (HSGP) made an allocation of grant funds to the State of Iowa.  Iowa Homeland Security and Emergency Management entered into Sub-grantee Agreement #2006-GE-T6-0065-009 with the City of Des Moines to administer the CBRNE Detection Equipment Program grant.  The City of Des Moines established Budget Code POL985321 within the Police Department’s budget to process and track the grant transactions.

 

 

ADDITIONAL INFORMATION:

 

The Iowa CBRNE Detection Equipment Grant Program workgroup completed a capability assessment and investment justification for FFY 2006 Homeland Security Grant Program funding based on the National Preparedness Goal, federal Target Capabilities List, and the Iowa Strategy for Homeland Security and Emergency Management 2006-2008.  The Multi-RAE Plus Wireless Monitors are part of the acquisitions approved for purchase by the U.S. Department of Homeland Security Grants and Training as well as Iowa Homeland Security and Emergency Management; these acquisitions are consistent with the federal Approved Equipment List (AEL). 

 

Of the eight monitors purchased, the City of Des Moines Bomb Squad will retain one and distribute the remaining seven to the other task force teams (bomb squads).

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS: 

 

The Police Department will receive, inventory, and deliver the equipment to the respective task force teams. The department also will submit documentation and report actions to Iowa Homeland Security and Emergency Management and the Finance Department to facilitate payment of vendors and support grant audit requirements.

 

The Police Department will coordinate grant reimbursements with the Finance Department and Iowa Homeland Security and Emergency Management.
