Approving Supplemental Agreement No. 5 to the I-235 Birds Run Outlet Storm Sewer Professional Services Agreement with Veenstra & Kimm, Inc., to perform design modifications and construction phase services for the Ingersoll Run Outlet Storm Sewer, not to exceed $455,605.22

 

 

SYNOPSIS:

 

Approval of Supplemental Agreement No. 5 to the Professional Services Agreement with Veenstra & Kimm, Inc., H. R. Veenstra Jr., President, 3000 Westown Parkway, West Des Moines, Iowa 50266-1322, for a cost plus fixed fee not to exceed $455,605.22, to provide design modifications and construction phase services for the I-235 Ingersoll Run Outlet Storm Sewer.

 

 

FISCAL IMPACT:

 

Amount:  $455,605.22

 

Funding Source:  $250,582.87 – City of Des Moines portion from the 2007-2008 CIP, Page Street-23, I-235 Storm and Sanitary Sewer Improvements, STR197 (Loan to be paid back to the Iowa Department of Transportation in 2008, 2009, and 2010); and $205,022.35 from the Iowa Department of Transportation.

 

 

ADDITIONAL INFORMATION:

 

On August 31, 2000, by Roll Call 00-3634, the City Council approved a pre-design agreement (Agreement No. 2001-P-028) with Iowa Department of Transportation (IDOT) for Interstate 235 (I-235) from the west city limits to the north city limits.  The pre-design agreement with IDOT identified three storm sewer outlet projects that the City and IDOT are jointly responsible for, including sharing of funding responsibilities.  The three projects are identified as Birds Run, Deans Lake, and Ingersoll Run Outlet storm sewers.

 

This supplement will be the fifth supplement to the Birds Run Professional Services Agreement.  The original agreement and Supplemental Agreements 1, 3 and 4 were for Birds Run storm design, sanitary design and construction phase services.  Supplemental Agreements 2 and 5 are for the Ingersoll Run design and construction phase services. The total cost, including the proposed supplemental agreement, is not to exceed $2,460,982.22.  The total construction cost for the Birds Run and Ingersoll Run projects is estimated at approximately $20 million. 

 

The I-235 Ingersoll Run Outlet Storm Sewer project is located along High Street from 22nd Street and High Street to 34th Street and Woodland Avenue.  This project will separate I-235 storm water, Des Moines storm water and Des Moines sanitary flows into two separate systems.  Currently storm water runoff from the I-235 interchange at 31st Street drains into the combined sewer between Ingersoll Avenue and High street along with storm runoff form a considerable area of Des Moines and also sanitary sewer flow from this area. 

 

These improvements are necessary as part of a program to meet Iowa Department of Natural Resources (IDNR) requirements for combined sewer overflow (CSO) abatement and storm and sanitary separation through implementation of a long-term control plan which will reduce localized sanitary sewer backups.  The City of Des Moines is also taking this opportunity to construct additional capacity in the I-235 Ingersoll Run Outlet Storm Sewer, which will become the backbone of the storm sewer system needed to separate the Ingersoll combined sewer in the future as well as help to address the chronic flooding problems in the Ingersoll Run Subsystem.  Future combined sewer separation projects will be driven by implementation of the long-term control plan approved by the IDNR and should provide additional flooding relief within the Ingersoll Run Subsystem.

 

The additional design work included in Supplemental Agreement No. 5 is to connect storm sewers to Ingersoll Avenue from the Ingersoll Avenue Streetscape project.  The Ingersoll Avenue Streetscape project is constructing storm sewer in Ingersoll Avenue, which ultimately should be connected to the Ingersoll Run Storm Sewer.  Additional design is needed to accommodate these new connections.

 

Veenstra & Kimm, Inc. designed the Ingersoll Run Storm Sewer project from 22nd and High Street to 34th and Woodland Avenue; and therefore was selected to perform the construction administration and inspection.  The IDOT has reviewed and approved Supplemental Agreement No. 5.  In 2001, staff recommended selection of Veenstra & Kimm, Inc. after evaluating submittals for the design work from nine consulting firms. The submittals were rated independently by five staff members and approved by IDOT.

 

Staff has negotiated a Professional Services Supplemental Agreement with Veenstra and Kimm Inc., for a cost plus fixed fee not to exceed $421,474.22, to provide construction phase services for the I-235 Ingersoll Run Outlet Storm Sewer and $34,131 to provide design modifications to the final plans for Phase 2 of the Ingersoll Run Outlet Storm Sewer.
