AGENDA HEADING:

 

Ordering construction of the following:  American Discovery Trail Segment 3 from North Valley Drive to Bill Riley Trail along Walnut Creek - receiving bids, (1-16-08), and setting date of hearing, (2-11-08). (Construction Estimate - $450,000).

 

 

SYNOPSIS:

 

Proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  The Iowa Department of Transportation (IDOT) and the City of Des Moines, (CITY) have an agreement, previously approved by the City Council, under which the IDOT has agreed to advertise, receive, open and tabulate sealed bids. This project provides for the construction of a 10’ wide trail from the existing Walnut Creek Trail at North Valley Drive to the existing Bill Riley Trail south of Ashworth Park, providing an important connection in the City’s trail system.

 

 

FISCAL IMPACT:

 

Amount:  $450,000 City Engineer's Estimate

 

Funding Source:  2007-2008 CIP, Page Park-22, Recreation Trails, PKS045, Various Funding, Being: 

$344,368 - 80% of Division 1 construction cost of $430,460 from Federal STP Grant (Roll Call No. 01-2113 - $773,000 max total for trail Segments 1, 3, and 4); and $105,632 - City G.O. Bonds for 20% of Division 1 construction cost and 100% of Division 2 construction cost.

 

 

ADDITIONAL INFORMATION:

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the American Discovery Trail Segment 3 from North Valley Drive to Bill Riley Trail along Walnut Creek, 11-2004-017.  The improvement includes construction of a 10 foot wide hot mix asphalt trail 6.0 inches thick, earthwork, clearing and grubbing, culverts, and other incidental items; in accordance with the contract documents, including Plan File Nos. 479-097/130, on the American Discovery Trail from the existing American Discovery Trail at North Valley Drive north of Walnut Creek to the Bill Riley Trail south of the existing railroad crossing.

 

The estimated construction cost is $450,000.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.

Action:  Contract with the Iowa Department of Transportation (IDOT) for the IDOT Transportation Enhancement Grant, $773,000 for development of Phases II and III of the Walnut Creek Trail and Waterworks Trail. (Council Communication No. 01-369). Moved by Hensley to adopt. Transfer of trail system to the County was discussed as well as the need for trail maps. Motion Carried 4-3. Absent: Daniels, Brooks and Vlassis.
