AGENDA HEADING:
Ordering construction of the
following:
SYNOPSIS:
Recommend the City Council
proceed with construction of the improvement and set dates to receive bids and
hold a public hearing, as required by Iowa Code, utilizing the method of
financing referenced below. Recent
bridge inspections have found that this bridge, which was built in 1976, is
showing signs of deterioration. This
project will rehabilitate the structure, extending the service life of the
bridge by 20 to 30 years.
FISCAL IMPACT:
Amount: $283,981.45 (City Engineer's Estimate)
Funding Source: 2007-2008 CIP, Page Bridge-14, SE Fifth Street Bridge over Yeader Creek, BRV038, various funding, being: $227,185.16 Federal funds (The IDOT agreement specifies that 80% of the construction costs are eligible for Federal funding up to a maximum of $336,000) and $56,796.29 in Gaming Monies from the Agreement with Polk County and The Racing Association of Central Iowa.
ADDITIONAL INFORMATION:
Due to the condition
of this structure, it has become eligible for Federal Surface Transportation
Program Funds. The Iowa Department of Transportation (IDOT) and the City of
Des Moines have an agreement, previously approved by this Council, under
which the IDOT has agreed to advertise, receive, open and tabulate sealed
bids. The Agreement specifies that 80% of the construction costs are
eligible for Federal funding up to a maximum of $336,000. The remaining cost will be the responsibility
of the City and is programmed in the 2007-08 Capital Improvements Program.
Recent bridge inspections have determined that
this 30-year old structure is showing signs of deterioration and should be
rehabilitated to preserve its structural integrity. The project includes repair of the concrete
deck slab, placement of a high density concrete deck overlay, replacement of
the concrete barrier rails and sidewalks, approach pavement replacement, and
installation of new pedestrian railings.
This rehabilitation project will extend the service life of the bridge
by twenty to thirty years.
