AGENDA HEADING:

 

Approving and authorizing the execution of Iowa Department of Transportation Agreement No. 08‑STPE-110 for Fleur Drive Planters at Gray’s Lake Park.

 

 

SYNOPSIS:

 

Approval of Iowa Department of Transportation Agreement No. 08‑SPTE-110, for Surface Transportation Program- Transportation Enhancement funds, for the Fleur Drive Planters at Gray’s Lake Park.

 

 

FISCAL IMPACT:

 

Amount:  The total estimated construction cost is $700,000.

 

Funding Source:  Federal Transportation Enhancement funds of $300,000 and 2008-2009 Capital Improvements Program, Park Improvements Page -10, Fleur Drive Planters, PKS170, and $400,000 in G.O. Bonds to be issued.

 

 

ADDITIONAL INFORMATION:

 

In 2003, Des Moines Water Works (DMWW) and Ruan Companies, (John Ruan III, Chairman and CEO, 3200 Ruan Center, 666 Grand Avenue, Des Moines, Iowa, 50309) began reconstructing medians along Fleur Drive with planter beds designed by Douglas Hoerr Landscape Architecture (Douglas Hoerr, President, 850 W Jackson, Ste 800, Chicago, IL 60607).  Since that time all but one median between Army Post Road and the Martin Luther King intersection have been reconstructed.  The final planter beds are to be located in the median between George Flagg Parkway and the north entrance to Gray’s Lake Park.  This agreement provides for the construction of the final planter beds.

 

The Iowa Department of Transportation (DOT) through the Des Moines Area Metropolitan Planning Organization (MPO) has allocated $300,000 of matching federal funds for these planters.  These federal funds can only be expended on a project meeting the DOT federal funds process.  DMWW has asked the City of Des Moines to administer this final project given the City’s experience with the DOT process.

 

Project fundraising efforts are ongoing.  However, in order to construct the project in 2008, it is necessary to enter into this agreement to keep the project in the June 2008 DOT letting.  A separate agreement for the responsibilities to be assumed by DMWW will be presented to Council for consideration prior to the anticipated construction contract award in July 2008.  DMWW has previously committed to placing the amended soil and plant material in the planters.

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS:

 

Council review and action on agreement with DMWW for responsibilities associated with this project, Council approval of an updated “Grounds Maintenance Alliance” that describes responsibilities for maintenance of Fleur Drive, Gray’s Lake Park, Carney Park, Bill Riley Trail and Water Works Park between DMWW and the Parks and Recreation Department and normal Council actions for construction contracts, including a professional services agreement for construction phase services..
