Approval of 2009 Governor’s Traffic Safety Bureau Section 402 Grant Application Proposal

 

 

SYNOPSIS:

 

Recommend approval of the 2009 Governor’s Traffic Safety Bureau Section 402 Grant Proposal.  This grant is a traffic enforcement grant that the Des Moines Police Department has received since 1988.

 

 

FISCAL IMPACT:

 

Amount:  $94,961

 

Funding Source:  National Highway Traffic Safety Administration (NHTSA), Public Law 105-178, Section 402.  2007-2008 Operating Budget, Page 288, Special Revenue Funds, SP751.

 

 

ADDITIONAL INFORMATION:

 

The grant proposal provides $94,961 for the Police Department to fund: 

  • $65,415 to conduct 1500 hours of overtime for directed traffic enforcement;
  • $5,496 to conduct 126 hours of overtime for educational presentations and child safety seat demonstrations to schools, employee groups and neighborhood associations;
  • $9,800 for officer training and educational materials related to child safety;
  • $12,000 for three ProLaser Radar Units;
  • $2,250 for five Portable Breath Testers (PBTs).

 

The police department will be using this funding for the start-up costs of two new programs.  A collision avoidance training program designed for teenage drivers to enhance a young driver’s awareness of operating a motor vehicle and to create and practice skills that will prepare them to anticipate and handle hazards that occur daily in normal driving is the first program.  Our goal is to reduce teen accidents thereby reducing teenage injuries and deaths.  The second program will be directed towards assisting parents and prospective parents in the correct manner of installing a child safety seat.  In conjunction with this program, educational materials would be distributed informing parents of the dangers of leaving children unsupervised in and around motor vehicles.

 

The grant period is from October 01, 2008 through September 30, 2009.  There is no match for this grant.
