AGENDA HEADING:

 

Approval of the City of Des Moines Municipal Housing Agency Five Year and One Year Agency Plans (on file in the City Clerk’s Office).

 

 

SYNOPSIS:

 

Recommend approval to submit the Five Year and One Year Public Housing Agency Plans and the Revised Section 8 Administrative Plan; the Public Housing Admissions and Continued Occupancy Policy, and the Family Self-Sufficiency Action Plan to the U.S. Department of Housing and Urban Development (HUD) and authorize the Mayor to execute and the City Manager to implement the Capital Fund grant if awarded.

Amount:  $1,009,394

 

Funding Source:  FY07-08Operating Budget, Housing Services Department Capital Fund Program, Pg. 178, SP350 HSG280000.

 

 

ADDITIONAL INFORMATION:

 

The 1998 Quality Housing & Work Responsibility Act requires Housing Authorities to develop and submit to HUD, Five Year and One Year Agency Plans, which serve as an operations, planning, and management tool for the Housing Agency. 

 

The Five Year Plan includes a mission statement and goals and objectives of the Housing Agency to serve the needs of low and moderate-income families.

 

The One Year Plan, with an effective date of July 1, 2008 contains specific operational information and includes the application for capital improvements of $1,009,394.

 

Housing Authorities are also required to review and revise policies governing the Section 8 housing programs, the policies governing the Public Housing programs and the Family Self-Sufficiency programs.   

 

The Plans were developed by the Public Housing Board, which held three working sessions open to the public on November 28, 2007, December 19, 2007, and January 16, 2008.  Notices of the Public Hearing and availability of the “draft” plans for review and comment were published in the Des Moines Register on January 31, 2008.  The Plans were available for public review at the Agency’s Administrative office and the City Clerk’s office beginning on January 31, 2008 and the public hearing held on March 19, 2008.
