AGENDA HEADING:

 

Approving and authorizing the execution of Iowa Department of Transportation Agreement for Grand Avenue over Walnut Creek Bridge Replacement.

 

 

SYNOPSIS:

 

Approval of Iowa Department of Transportation (IDOT) Agreement No. 1-08-HBRRU-003 for Federal Highway Bridge Program Funds for Grand Avenue over Walnut Creek Bridge Replacement.  The IDOT has approved this project for funding, up to a maximum of $1,000,000.  The City’s portion of the project, consisting of the design, inspection, and construction costs, is estimated to be $2,400,000.

ADDITIONAL INFORMATION:

 

Due to the condition of this structure, it has become eligible for Federal Highway Bridge Program Funds.  The agreement with IDOT specifies that 80% of the construction costs are eligible for Federal funding up to a maximum of $1,000,000.  The remaining $2,400,000 of the estimated cost will be the responsibility of the City of Des Moines and is programmed in the 2008-09 CIP.

 

Recent bridge inspections have determined that this structure, which was originally constructed in 1914 and last rehabilitated in 1961, is showing signs of deterioration and should be replaced with a new bridge.  The structurally deficient bridge will be replaced with a new structure that will improve the hydraulic characteristics of the bridge during flood events.  The new structure will also provide improved roadway characteristics and sidewalks.  Because this will be a complete replacement of the existing structure, Grand Avenue will be closed during construction, which is anticipated for 2011.
