AGENDA HEADING:

 

Appeal of the Historic Preservation Commission action regarding the demolition of the buildings at 901 19th Street and 900 18th Street located in Sherman Hill Local Historic District, owned by Kingsway Cathedral Inc. and represented by Regency Properties.

 

 

SYNOPSIS:

 

Regency Properties (Marcus Pitts, officer, 6600 Westown Parkway, West Des Moines, IA 50266) is requesting that the hearing be continued indefinitely to allow them time to prepare and consider the economic feasibility of a redevelopment strategy for the subject properties.  Kingsway Cathedral Inc. recently designated Regency Properties as their representative in this matter.  They were previously represented by Preservation Properties, LLC (Bernie Van Til, manager).

 

Staff recommends that the appeals be continued for an indefinite period not to exceed six months on the condition that if Kingsway Cathedral Inc. does not request a hearing within that timeframe, the appeals shall be considered denied.

ADDITIONAL INFORMATION:

 

On December 17, 2007, the City Council set the date of a public hearing for March 24, 2008, regarding appeals of the denial of Certificates of Appropriateness for demolition of the Kingsway Cathedral at 901 19th Street and a two-story brick building at 900 18th Street.  The City Council also requested a report regarding future land use plans in the area.  On January 28, 2008, the City Council received and filed a communication from the City Manager regarding the land use plans for the area.  The City Council also directed the City Manager to continue to work with the Sherman Hill and Drake Neighborhood Associations to implement the recommendations made in the report.

Action:   Communication from the City Manager regarding the land use plans for Sherman Hill Neighborhood in the vicinity of the Kingsway Cathedral at 901 19th Street.  (Council Communication No.  08-036  Moved by Meyer to receive and file the communication, and to direct the City Manager to proceed with implementation of the recommendations made therein; continue to work with the Sherman Hill and Drake Neighborhood Association.  Motion Carried 7-0.

Action:   On appeals of the denial of a Certificate of Appropriateness for demolition of the following, (3-24-08):

(A)       Kingsway Cathedral, 901 19th Street.  Moved by Hensley to defer to the March 24, 2008 Council Meeting.  Refer to the City Manager to work with the Sherman Hill Neighborhood Association and others to develop a plan for the area.  Motion Carried 6-1.

 

(B)       Two-story brick building, 900 18th Street.  Moved by Hensley to defer to the March 24, 2008 Council Meeting. Refer to the City Manager to work with the Sherman Hill Neighborhood Association and others to develop a plan for the area.   Motion Carried 6-1.

Action:   The Historic Preservation Commission denied requests for a Certificates of Appropriateness for the demolition of the Kingsway Cathedral building at 901 19th Street and a two-story building at 900 18th Street.

 

 

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS:

 

Hearings on the appeals of the decisions of the Historic Preservation Commission unless Kingsway Cathedral fails to request the items be heard within six months.
