AGENDA HEADING:

 

Approval of an agreement between the cities of Des Moines and West Des Moines continuing the joint ownership of Candidate Physical Ability Test (CPAT) Equipment.

 

 

SYNOPSIS:

 

The cities of Des Moines and West Des Moines have jointly owned the equipment necessary to administer the CPAT for candidates interested in employment with the Des Moines Fire Department or the West Des Moines Fire Department since 2001. This action authorizes the Mayor to sign a successor  agreement providing for the continued joint ownership of the CPAT equipment.

 

 

FISCAL IMPACT:

 

Amount: Minimal costs (The fiscal impact is expected to be minimal. The agreement provides for the sharing of costs for maintenance and repair.)

 

Funding Source:  2008 Operating Budget, Fire Department, FIR040700, 532150, page 163.

 

 

ADDITIONAL INFORMATION: 

 

The Candidate Physical Ability Test (CPAT) is a nationally recognized testing instrument developed by the International Association of Fire Chiefs (IAFC) and the International Association of Fire Fighters (IAFF) to measure a candidate's ability to meet the physical qualifications critical to the job of a career fire fighter. The cities of Des Moines and West Des Moines are both licensed to administer the CPAT, and in 2001 entered into an agreement for the joint purchase of the necessary equipment. This original agreement provided for a term of three (3) years with three (3) one-year extensions. This arrangement has proven to be mutually beneficial and the Chiefs of both the Des Moines Fire Department and the West Des Moines Fire Department believe it to be in their respective city’s best interests to continue the arrangement.
