Approving Supplemental Agreement No. 2 of the Southeast Connector Professional Services Agreement with Kirkham Michael & Associates, Roger Helgoth, P.E., President, 12700 West Dodge Road, Omaha, NE, 68154, to provide services necessary to complete the required archaeological studies and additional engineering design required for stormwater drainage between the Des Moines River and SE 14th Street, not to exceed $375,300. 

 

 

SYNOPSIS:

 

Recommend approval of Supplemental Agreement No. 2 of the Professional Services Agreement with Kirkham Michael & Associates, Inc. for a cost plus fixed fee not to exceed $375,300, to provide services necessary to complete the required archaeological studies and additional engineering design required for stormwater drainage between the Des Moines River and SE 14th Street.

ADDITIONAL INFORMATION:

 

Supplemental Agreement No. 2 includes the following:

 

1.       Archaeological work required to complete the required studies, public outreach related to the archaeological finds, and artifact curation for historic site 13PK61, Fort Des Moines No.2

2.       Design work required to provide adequate stormwater drainage for the section of roadway from the Des Moines River to SE 14th Street.

 

The archaeological work is necessary to fulfill the requirements of the National Historic Preservation Act as provided for in the Programmatic Agreement with the Federal Highway Administration, Iowa Department of Transportation, State Historic Preservation Office and City of Des Moines. The archaeological investigation and historic treatment plan was included in Supplemental Agreement No. 1.  At the time of that agreement, the exact scope of work required to analyze and provide long-term storage for artifacts, as well as the costs to describe findings to the public could not be known. The proposed additional work is based upon actual artifacts recovered from the site investigation.  The area excavated was dramatically reduced from the original plan as design details were known that reduced the amount of impacted resources. Determinations were made in the field and no further work was performed on many features which significantly reduced the required post-field analyses and documentation.  Due to the limited findings of the investigation, the planned public outreach has been scaled back as well.  The public outreach will include creation of a poster and on-site sign display. 

 

This supplemental agreement provides the additional storm drainage analysis and design to accommodate construction of the Southeast Connector.  The original professional services agreement did not include this work.  Through the design of the roadway completed to date, an approach for handling the stormwater has been proposed that includes developing a connection to the existing stormwater system and development of a detention area near SE 14th that will connect to the existing SE 15th Street pump station.  Council Communication 05-099, dated March 7, 2005, included information that off-site storm drainage improvements was not included in the scope of work and that a supplemental agreement may be necessary. 

 

As the construction of the Southeast Connector bridge over the Des Moines River is under construction, we are planning to begin construction of the Southeast Connector roadway between SE 4th and SE 8th Streets, including some of the connections to the existing stormwater system.  This will be an IDOT let project, expected to begin in early 2009.  As the bridge is nearing completion in late 2009, we will have the final roadway project ready for IDOT letting, which should allow completion of the roadway between SW 2nd and SE 6th by the end of 2010.
