AGENDA HEADING:

 

Approving Supplemental Agreement No. 3 of the Southeast Connector Professional Services Agreement with Kirkham Michael & Associates, Roger Helgoth, P.E., President, 12700 West Dodge Road, Omaha, NE, 68154,  to provide construction phase services for the Southeast Connector – Des Moines River Bridge with Levee, Sanitary Sewer, and Water Main Relocation, not to exceed $757,948. 

 

 

SYNOPSIS:

 

Recommend approval of Supplemental Agreement No. 3 of the Professional Services Agreement with Kirkham Michael & Associates, Inc.for a cost plus fixed fee not to exceed $757,948, to provide construction phase services for the Southeast Connector – Des Moines River Bridge with Levee, Sanitary Sewer, and Water Main Relocation.

Amount:  $757,948

 

Funding Source:  2007-2008 CIP, Page Street-41, Southeast Connector - SW Second to SE Sixth Street, STR214, $606,358 in Federal Transportation earmark funds under NHSX-U-1945(252)--8S-77 and $151,590 TIF Bonds

 

 

ADDITIONAL INFORMATION:

 

Supplemental Agreement No. 3 includes the construction phase services needed for the Des Moines River Bridge and Levee, Sanitary Sewer and Water Main Relocation.  Work includes construction administration, on-site observation, materials testing and plant monitoring, testing and oversight of work in contaminated areas during construction.  The work will include observation and administration required to satisfy City of Des Moines and Iowa Department of Transportation (IDOT) requirements.  Construction work in and around the potentially contaminated soils at MidAmerican Energy’s Two Rivers site will require additional engineering oversight, testing, and observations.  Contaminated materials sampling, laboratory analysis, reporting and associated coordination with the Iowa Department of Natural Resources, the Wastewater Reclamation Authority and MidAmerican Energy are included in the scope of work. 

 

The Request for Proposal (RFP) and selection process included construction phase services as part of the project.  However, until design is completed and construction is planned, the scope of work to perform construction phase services on a project cannot be finalized.  The need for future supplemental agreements for construction phase services on each construction project were noted when the original contract was approved.
