AGENDA HEADING:

 

Ordering construction of the following:  21st Street and Carpenter Avenue Storm Sewer Improvements - Receiving bids, (4-22-08), and Setting date of hearing, (5-5-08).  (Construction Estimate - $1,463,388.50).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below. This project provides for the construction of several blocks of storm sewer to separate the existing combined sewer system in this area, and will eliminate the combined sewer overflow (CSO) at 21st Street & Carpenter Avenue in compliance with the current NPDES permit issued to the City of Des Moines.  This work is included in the Long Term Control Plan that has been developed to eliminate combined sewer overflows as submitted to the Iowa Department of Natural Resources with the current NPDES permit for the operation of the Wastewater Collection System.

ADDITIONAL INFORMATION:

 

The City of Des Moines has areas with combined sewer systems.  The U.S. Environmental Protection Agency (EPA) amended the Clean Water Act to require cities with combined sewer overflows to comply with nine minimum requirements at each CSO site.  The State of Iowa administers these requirements and included them in the City of Des Moines’ National Pollutant Discharge Elimination Program (NPDES) permits.  One of the primary requirements of the new permit is the monitoring and reporting of all flow discharges from the permitted combined sewer overflow, with the eventual total elimination of any or all of the CSO’s.  A project identified in the long-term control plan was the construction of a storm sewer in the area of 21st Street to 25th Street and University Avenue to Carpenter Avenue.  This new storm sewer will allow the elimination of the combined sewer overflow at 21st Street and Carpenter Avenue.

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the 21st Street and Carpenter Avenue Storm Sewer Improvements, 07-2006-006.  The improvement includes constructing 3,100 LF of 12" through 54" storm sewers, 15 storm manholes, 32 storm intakes, special structure, 8" and 9" base PCC pavement with HMA overlay, 6" and 8" PCC driveways, 4" PCC sidewalks, water main relocation, and miscellaneous associated work including cleanup; in accordance with the contract documents, including Plan File Nos. 489-025/043, located on Carpenter Avenue from 21st Street to 25th Street, on University Avenue from 22nd Street to 23rd Street and on 22nd Street from Carpenter Avenue to University Avenue, Des Moines, Iowa.

 

The estimated construction cost is $1,463,388.50.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
