AGENDA HEADING:

 

Hearing on Fleur Drive Bridge over the Raccoon River rehabilitation:  Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids, and designating lowest responsible bidder as The Truesdell Corporation of Wisconsin, Inc., Kurt L. Clink, President, $1,424,424.

 

 

SYNOPSIS:

 

This is a public hearing to allow for public input on the Fleur Drive Bridge over the Raccoon River rehabilitation and to take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project.  Recent bridge inspections have found that this bridge, which was originally built in 1936 and rehabilitated in 1970, is showing signs of deterioration.  This project will rehabilitate the superstructure and substructure, including cleaning and painting of the structural steel girders, thereby extending the service life of the bridge by 20 to 30 years.

Amount:  $1,424,424 Construction Contract ($1,577,664 City Engineer's Estimate)

 

Funding Source:  2007-2008 CIP, Page Bridge-17, Structural Repair - Corrosion Protection, BRV039, Being:  $800,000 in Tax Increment Funds and $624,424 in G. O. Bonds

 

 

ADDITIONAL INFORMATION:

 

On February 25, 2008, under Roll Call No. 08-283, the City Council received and filed plans, specifications, form of contract documents, and City Engineer's estimate for the construction of the Fleur Drive Bridge over the Raccoon River Rehabilitation.  Before the City Council can enter into a contract, it must hold a public hearing and approve the proposed plans, specifications, and form of contract documents and engineer's estimate for the construction of the Fleur Drive Bridge over the Raccoon River Rehabilitation, 12-2007-005.  The improvement includes rehabilitation of the existing bridge superstructure and substructure including concrete removal, structural concrete (bridge), structural steel, reinforced neoprene, steel extrusion joint with neoprene, concrete repair (median and sidewalk), concrete repair (barrier rail), concrete repair (substructure), bridge floor overlay repairs, bridge floor overlay (full depth), sidewalk removal and replacement, jack girders and reset bearings, trim girder ends, drain pipe, epoxy injection, pavement joint repairs, reinforced neoprene trough installation, carbon fiber reinforcing polymer furnish and install, approach repairs, curb repairs, concrete waterproofing, containment, blast cleaning structural steel, paint waste transport/disposal, painting of structural steel, pavement markings/symbols and message boards, construction survey, project sign, traffic control and mobilization; all work in accordance with the contract documents including Plan File Nos. 486-082/134, on the Fleur Drive Bridge over the Raccoon River in Des Moines, Iowa.

 

Sealed bids for said improvement were submitted by the following bidders:

 

The Truesdell Corporation of Wisconsin, Inc., Phoenix, AZ

Cramer and Associates, Inc., Grimes, IA

Herberger Construction Co., Inc., Indianola, IA

United Contractors, Inc., Johnston, IA

 

The bids were received and opened at a public meeting presided over by the City Engineer in the City Council Chambers, 2nd Floor, City Hall, 400 Robert D Ray Drive, Des Moines, Iowa at 11:00 a.m. on March 25, 2008.

 

The Truesdell Corporation of Wisconsin, Inc., Kurt L. Clink, President, 1310 W 23rd Street, Phoenix, AZ, 85282, submitted the lowest bid; however, has not previously been awarded any contracts by the City of Des Moines.  Engineering Staff has investigated The Truesdell Corporation of Wisconsin, Inc., which has corporate offices in Phoenix, AZ, and has a branch office at N115W18835 Edison Drive, Germantown, WI, 53022.  The Truesdell Corporation of Wisconsin, Inc. is not prequalified by the Iowa Department of Transportation, but is prequalified by the following Departments of Transportation (DOT): 

·       Illinois DOT for Structural Repair, Grouting and Demolition;

·       Indiana DOT for General Construction - Bridges, Viaducts, Elevated Highways, Dams and Dikes;

·       Wisconsin DOT for General Construction, Bridge Painting, Structures and Incidental;

·       Missouri Highway as a Prime Contractor.

The Fleur Drive Bridge over the Raccoon River Rehabilitation project includes rehabilitation of the existing bridge superstructure and substructure, which would generally be included in the DOT prequalification categories of those listed above.  The Truesdell Corporation of Wisconsin, Inc. is licensed to do business in Iowa by the Iowa Secretary of State and has applied with Iowa Work Force Development.

 

The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by The Truesdell Corporation of Wisconsin, Inc., Kurt L. Clink, President, 1310 W 23rd Street, Phoenix, AZ, 85282 in the amount of $1,424,424, and said bid should be accepted. The Finance Director has determined that funds are available for said improvement as stated above.
