AGENDA HEADING:

 

Approving and authorizing the execution of Federal Aviation Administration AIP Grant Agreement, Project Number 3-19-0027-46 Airport Taxiway P Reconstruction.

 

 

SYNOPSIS:

 

Approval of Federal Aviation Administration (FAA) Airport Improvement Grant No. 3-19-0027-46 in a Federal Share amount of $2,976,000 plus any additional money that FAA may make available for the Taxiway P Reconstruction Project.  On April 1, 2008, under Resolution Number A08-71, the Airport Board approved a resolution to recommend that the City Council approve the FAA grant to fund 95 percent of the eligible work included in Taxiway P Reconstruction and Additional Work contract, which was awarded to Manatts, Inc. on March 4, 2008, under the Resolution Number A08-055 subject to FAA approval and notification of FAA grant.

 

 

FISCAL IMPACT:

 

Amount: $3,132,632 Total from FAA Grant being 95% FAA ($2,976,000) and 5% Local match with Airport Funds ($156,632)

 

Funding Source: 2008-09 CIP, Page Airport-32, Taxiway P Reconstruction, AIR161.  Of the $3,757,710.35 construction contract with Manatts, Inc., $2,671,729.03 is eligible for FAA funding.  95% of Engineering Department costs are eligible for the remainder of the FAA grant funding to the $2,976,000 maximum.

 

 

ADDITIONAL INFORMATION:

 

Under Ordinance 12,040, which established the Des Moines International Airport Board, the City Council authorized the Airport Board to enter into contracts for public improvements in the Capital Improvements Program; however, the Council retained the authority to approve or accept state and federal grants.

 

On March 4, 2008, under the Resolution Number A08-055, the Airport Board approved the award of the Taxiway P Reconstruction and Additional Work contract with Manatts, Inc., Bradford J. Manatts, President, 1775 Old 6 Road, Box 535, Brooklyn, IA, 52211-0535, in the amount of $3,757,710.35, subject to FAA approval and notification that FAA funds are available for this work.  On March 4, 2008, under Resolution Number A08-059, the Airport Board also authorized the Aviation Director to submit a Passenger Facility Charge (PFC) application for the local share project funding.  Use of PFC funds for the local share of FAA grant projects is approved by definition under Federal Regulation 14 CFR 158, if the Airport applies to use this funding.

 

In March 2008, FAA Staff notified City Staff that FAA Entitlement funds would be available to fund eligible work on the Taxiway P Reconstruction and Additional Work construction contract, that FAA concurred in the Airport Board award of the contract to Manatts, Inc, and that the grant paper work was in process that would result in an AIP grant.  On April 1, 2008, the Airport Board recommended the acceptance of this AIP grant for City Council approval.  On April 9, 2008, the FAA issued this Grant Agreement AIP 3-19-0027-46-2008 to the City of Des Moines, which is on file with the City Clerk.
