AGENDA HEADING:

 

Approval of Public Safety Radio Interoperability Consultant Contract Services Agreement with RCC Consultant’s Incorporated, 2425 Millcreek Ct. Tallahassee, Florida 32308, President Mike Hunter.

 

 

SYNOPSIS:

 

Recommend approval of a Public Safety Radio Interoperability Consultant Contract Services Agreement with RCC Consultant’s Inc. to complete phase one of the project, subject to approval by the COPS Office of the Department of Justice. 

 

 

FISCAL IMPACT:

 

Amount:  $92,079

 

Funding Source:  75% ($69,059.25) 2005 Federal COPS Interoperability Grant, 12.5% ($11,509.87) local E911 Surcharge, 12.5% ($11,509.87) Polk County Sheriff’s Office. Grant proceeds are deposited into CPO54, POL990000, Bld116, page 24,Capital Improvement Program, Municipal Building Improvement Section, FY 2008-09 CIP Budget.

 

 

ADDITIONAL INFORMATION:

 

In 2005, the police department applied for a Federal COPS Interoperability Grant and was awarded $4,158,868 to complete the submitted Emergency Radio Interoperability solution. The interoperability plan was presented to public safety agencies around Des Moines and in Polk County. A significant number of surrounding local governments have expressed an interest in the plan and Polk County has agreed to assist the City by paying half of the grant match amount determined by the Federal COPS Grant administrators. As part of this interoperability solution, the plan required the acquisition of a professional radio consultant to confirm construction and propagation requirements associated with the City’s plan. A critical part of the consultant’s job will be to create a Request for Proposal to identify a qualified radio system vendor who will actually construct the system. A final contract agreement has been created and requires approval by the City Council.

 

On April 7, 2008 the City Council approved the selection of RCC Consultants as the City’s Interoperability Consultant for the Federal COPS Interoperability Grant. At that time, the City Council instructed the police department to negotiate a contract with RCC to complete phase one of the total project. A final contract has been created and reviewed by staff and the police department’s Legal Advisor who concur the associated contract is in the best interest of the City of Des Moines. The Police Department and the Procurement Administrator of the Finance Department now request the City Council approve the completed contract document and proceed with phase one tasks outlined in the associated Request for Proposal.

 

A grant condition makes this contract subject to approval by the COPS Office of the Department of Justice. Required information has been submitted and we are awaiting approval. Action on the contract, subject to this condition, will expedite the project.
