AGENDA HEADING:

 

Approving a Grant Agreement between the City of Des Moines Police Department and State of Iowa Homeland Security and Emergency Management Division for the FY2007 Law Enforcement Terrorism Prevention Program (LETPP).

 

 

SYNOPSIS:

 

Recommend approval of the FY2007 Law Enforcement Terrorism Prevention Program (LETPP) grant agreement.  The Des Moines Police Department was selected as one of six lead agencies throughout the State of Iowa to administer Federal Homeland Security Funds through LETPP.  This is the fourth year Des Moines has received this grant.

 

 

FISCAL IMPACT:

 

Amount:  The grant award from the State of Iowa Homeland Security and Emergency Management Division is $316,667.  There is no requirement for a local match.

 

Funding Source:  Grant proceeds will be deposited into SP751, POL980530, LETPP Grant, page 288, Fiscal Year 2007-08 Budget.

 

 

ADDITIONAL INFORMATION:

 

This grant award will be administered by the City of Des Moines for the twenty county area referred to as Law Enforcement Intelligence Network (LEIN) Region 5.  This is a continuation of a collaborative effort coordinated with other local, state, and federal law enforcement agencies to share and analyze terrorism related intelligence data.  The grant period will be from 10/12/2007 to 10/12/2009.

 

Grant proceeds will be used to fund the following:

·        Personnel (four positions)             $255,375

*Note:  These are not new positions.  Three City of Des Moines employees were originally hired under the first year of the grant.  The fourth position is a Polk County employee.      

·        Vehicle Expenses                             $6,500                                   

·        Office supplies                                 $8,000

·        Overtime                                       $16,576

·        Equipment                                     $19,858                                   

·        Training                                         $10,358

TOTAL                                       $316,667

Action:  2004 Law Enforcement Terrorism Prevention Program Grant; $431,035 utilized directly by the City of Des Moines and $506,773 retained by Iowa HLSEM at the request of the City of Des Moines.  The Council authorized the Mayor and Chief of Police to sign Grant Agreement FY2004-LETPP-LEIN5-05. (Council Communication No. 05-298)  Moved by Hensley to adopt.  Approved 7-0.
