AGENDA HEADING:

 

Approval of Memorandum of Understanding (MOU) with the Des Moines Police Department and the Polk County Sheriff’s Office for the Law Enforcement Terrorism Prevention Program (LETPP).

 

 

SYNOPSIS:

 

Recommend approval of MOU between the Des Moines Police Department and the Polk County Sheriff’s Office for the LETPP Grant.  The grant provides funding for the Polk County employee assigned to the LETPP.  This employee will assist in the collection of intelligence data for the centralized criminal intelligence data sharing center, known as the Fusion Center Concept.

 

 

FISCAL IMPACT:

 

Amount:  Anticipated annual amount of $68,335 to include salary, benefits and overtime for the Polk County Sheriff’s employee.  These costs are reimbursed by the LETPP Grant. 

 

Funding Source:  U.S. Department of Homeland Security grant monies which are deposited into SP751, POL980530, LETPP Grant, page 288, Fiscal Year 2007-08 Budget.

 

 

ADDITIONAL INFORMATION:

 

The Des Moines Police Department was selected as one of six lead agencies throughout the State of Iowa to administer Federal Homeland Security Funds through LETPP.  The funds would be administered by the City of Des Moines for the 20 county area referred to as Law Enforcement Intelligence Network (LEIN) Region 5.  The grant is a collaborative effort with a Polk County Sheriff’s deputy assigned to the program.  An MOU between the City and the Polk County Sheriff’s Office is a requirement.   The MOU for the 2007 LETPP Grant was signed by the Polk County Board of Supervisors on April 22, 2008 and is now being presented for Council approval.

 

The MOU for the FY2007 LETPP Grant covers the time period of December 12, 2007 through December 12, 2009.

Action:  2004 Law Enforcement Terrorism Prevention Program Grant; $431,035 utilized directly by the City of Des Moines and $506,773 retained by Iowa HLSEM at the request of the City of Des Moines.  The Council authorized the Mayor and Chief of Police to sign Grant Agreement FY2004-LETPP-LEIN5-05.  (Council Communication 05-298)  Moved by Hensley to approve.  Motion carried 7-0.
