AGENDA HEADING:

 

Authorization to proceed with acquisition of the necessary right-of-way and easements for the Hickman Road Traffic Signal Improvements Project by gift, negotiation, or condemnation.

 

 

SYNOPSIS:

 

Recommend authorization to acquire necessary right-of-way and easements for the above project.  This action is required by Iowa law before the City can initiate the right-of-way acquisition process under eminent domain.  This project will provide for the construction of new traffic signals at 48th Street and Hickman Road, and the replacement of the mid-block pedestrian signals on Hickman Road near 56th Street and near 44th Street.  Several easements, at an estimated total cost of $3,500, will be required from adjoining property owners for the construction and future maintenance of the traffic signal facilities.

 

 

FISCAL IMPACT:

 

Amount:  $3,500 estimated for right-of-way and easement acquisition costs.

 

Funding Source:  2007-08 CIP, Page Traffic Control-5, City-Wide Signals, Channelization, and School Crossing Protection Program, TFC091 and Iowa DOT Traffic Safety Improvement Funds.

 

 

ADDITIONAL INFORMATION:

 

In July of 2007, City Council approved and authorized the execution of an Iowa Department of Transportation (IDOT) Agreement for Traffic Safety Improvements on Hickman Road from 30th Street to Merle Hay Road.  The IDOT has approved $240,000 for this project.  $170,000 of these funds will be used for the construction of new traffic signals at the intersection of 48th Street and Hickman Road, along with replacement of the mid-block pedestrian signals on Hickman Road near 56th Street and near 44th Street.  The remaining costs, including the design, inspection, and construction administration, are to be funded by the City.  The total City cost for the traffic signals is estimated to be $25,000.

The remaining $70,000 of these funds was used toward the durable pavement markings included in the Hickman Road Resurfacing Project.  On May 7, 2007, under Roll Call No. 07-915, City Council awarded a contract to Des Moines Asphalt & Paving in the amount of $1,293,958.90 for Hickman Road Resurfacing – 30th Street to Merle Hay Road.  Included in the funding for the resurfacing project was $70,000 in anticipated Traffic Safety Improvement Program funds from this agreement.

The traffic signal portion of this project will provide new traffic signals at the intersection of 48th Street and Hickman Road, including fiber optic interconnects east along Hickman Road to Beaver Avenue.  This traffic signal, along with the two mid-block signal replacements, will involve new signal poles that will be installed outside the 10-foot clear zone.  New mast arms with overhead signals and back plates will be installed.  Construction of the traffic signal improvements will occur in 2008.

 

Several easements, at an estimated total cost of $3,500, will be required from adjoining property owners for the construction and future maintenance of the traffic signal facilities.
