AGENDA HEADING:
Approving First Amendment to the Chapter 28E Agreement with the
City of Des Moines and the City of Norwalk for the Loan of a
Wastewater Treatment Plant Operator and Vehicle Used for Transportation.
SYNOPSIS:
Recommend approval and authorization of the first amendment
to the Chapter 28E Agreement with the City of Des Moines
and the City of Norwalk
for the loan of a wastewater treatment plant operator and vehicle used for
transportation. The City of Norwalk
has a vacancy on the staff of its Grade III Wastewater Treatment Plant and an
ongoing need for a licensed Wastewater Operator to meet the operational
requirements for its plant. This amendment continues the loan of an operator and
vehicle until the closing of the Norwalk
plant in approximately June 2009.
FISCAL IMPACT:
Under
the Chapter 28E Agreement between the City of Des
Moines and the City of Norwalk, Norwalk is to pay Des
Moines for the services of the loaned WRF employee
upon monthly billing. This cost is approximately $49.24 per hour. Further,
Norwalk is to
pay the City for the use of any WRF vehicle used to transport personnel
pursuant to the Agreement at a rate of $0.505 per mile traveled.

ADDITIONAL INFORMATION:
The City of Des Moines, in
its capacity as the Operating Contractor for the Des Moines Metropolitan
Wastewater Reclamation Authority, operates the WRA (Wastewater Reclamation
Facility) and has employees duly licensed as Wastewater Operators who would be
qualified to assist Norwalk.
On August 25, 2003, by roll call 03-2031, Council approved the execution of Chapter 28E
Agreement with City of Norwalk for loan of a
City of Des Moines Wastewater
Treatment Plant Operator and a vehicle to be used for
transportation. As part of that Agreement, Norwalk agreed to pay the per hour cost for
the services of the loaned city WRF employee with such amounts due and payable
upon monthly billing. Further, Norwalk agreed
to pay the City of Des Moines
for the use of any WRF vehicle used to transport personnel pursuant to this Agreement
at the standard mileage rate for business travel. Time and mileage charges
shall accrue when WRF personnel and vehicles leave the WRF and continue until
returned to the WRF. If approved by Council, the loan of personnel and
equipment will be effective until the closing of the Norwalk plant in approximately June 2009. The WRA Board, at its meeting on February 5,
2008, approved and authorized the City of Des
Moines, as Operating Contractor, to execute the First
Amendment to the Agreement.
