Agenda Item No.       33B

Roll Call No.              08-

Communication No.  08-275

Submitted by: Judy Bradshaw, Chief of Police

AGENDA HEADING:

Approving purchase of file servers from Hewlett Packard Co., 10810 Farnam Drive, Omaha, NE 68154, to support the installation of upgraded software for the Computer Aided Dispatch (CAD) system.

SYNOPSIS:

The Police Department uses Intergraph’s Computer Aided Dispatch (CAD) system to provide communication center dispatchers the tools they need to field calls, create and update incidents, and manage critical resources by providing real-time interaction of crucial data.  Combined with historical and local searches, operators are ensured they have the right information available to them when making urgent decisions.  This CAD hardware and software also supports the Polk County Communication Center.  Polk County dispatches for seven police agencies and thirteen fire agencies.

The IT Department has chosen Hewlett Packard as the standard server to use for such applications, and purchasing these file servers through the Western States Contracting Alliance (WSCA) contract, established through the State of Iowa, allows the City to obtain the equipment at a competitive price.  It is essential to move forward as soon as possible with this upgrade to ensure the Police Department CAD system is operating as efficiently and effectively as possible.

FISCAL IMPACT:

Amount:  $77,523

Funding Source:  FY2009 Operating Budget, E911 Surcharge Reimbursement, POL040900, Page 265

ADDITIONAL INFORMATION:

Upgrades are important to keep the technology current and operating as efficiently as possible.  The current installation is using file servers that are in their fifth year of service.  Likewise the software is operating on an older database product Microsoft SQL Server 2000.  The City Council approved the software upgrade November 5, 2007.  This hardware request is needed to support the software upgrade.

The Procurement Administrator of the Finance Department has determined Municipal Code Section 2-726 ( f ) provides for the purchase of goods and/or services from contracts established by the State of Iowa Department of General Services, the Iowa Department of Transportation, or the Iowa Communications Network following procedures established by Chapter 18 Code of Iowa without the City conducting its own separate bidding process. The procedure conforms to the requirements of the City’s purchasing ordinance.
