AGENDA HEADING:

 

Ordering construction of the following:  Crocker Street at 5th Avenue, 6th Avenue & 7th Street Traffic Signal Installation - Receiving bids, (6-17-08), and Setting date of hearing, (7-14-08).  (Construction Estimate - $315,000).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below. This project provides for installing permanent traffic signals to replace the temporary span-wire mounted signals at the three intersections of Crocker Street with 5th Avenue, 6th Avenue, and 7th Street.  The temporary signals had been installed to address increased traffic volumes in the area.

 

 

FISCAL IMPACT:

 

Amount:  $315,000 City Engineer's Estimate

 

Funding Source:  2008-2009 CIP, Page Traffic-9, Traffic Signal Installation - Crocker St. at 5th Ave., 6th Ave., 7th St., TFC096, Various Funding, Being:  $150,000 Maximum in Iowa DOT Traffic Safety Improvement Funds for eligible construction only, $150,000 Maximum in FHWA Surface Transportation Program (STP) funds for eligible construction only, $15,000 in G. O. Bonds from Traffic Signal Installation – Crocker Street at Fifth Avenue, Sixth Avenue, & Seventh Street, Page Traffic Control-9, TFC096, and a transfer of $32,250 in G. O. Bonds from City-wide Signals, Channelization, and School Crossing Protection Program, Page Traffic Control-5, TFC091.

 

 

ADDITIONAL INFORMATION:

 

This project provides for installing permanent traffic signals to replace the temporary span-wire mounted signals at the intersection of Crocker Street with 5th Avenue, 6th Avenue, and 7th Street.  These locations currently have temporary signals with wood poles and overhead wiring and support cables.  New foundations and signal poles will be installed outside the 10-foot clear zone to replace the existing wood poles.  New mast arms with overhead signals and back plates will also be installed.

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the Crocker Street at 5th Avenue, 6th Avenue & 7th Street Traffic Signal Installation, 04-2007-001.  The improvement includes upgrading the existing temporary traffic signals at the intersections of 5th Avenue & Crocker Street, 6th Avenue & Crocker Street, and 7th Street & Crocker Street.  The existing pedestrian crossing signal on 7th Street north of Crocker Street will also be upgraded in accordance with the contract documents including Plan File Nos. 489-44/57.

 

The estimated construction cost is $315,000.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
