AGENDA HEADING: 

 

Approval of a three year contract with the Animal Rescue League (ARL), (5452 NE 22nd Street, Ankeny, IA, Tom Colvin, President) for continued services operating the City’s Animal Shelter.

 

 

SYNOPSIS:

 

Recommend approval of the Des Moines Police Department to enter into a three-year contract with the ARL to provide Animal Shelter Services to the City at the Des Moines Animal Shelter, 1615 SE 14th, Des Moines, IA.  The City will continue to own and maintain the facility.  The ARL will accept animals delivered to the facility and will hold the animals for the specified impoundment periods.  If the animals are not redeemed, they become the property of the Animal Rescue League upon release by the Chief Humane Officer.  The Animal Rescue League will spay or neuter adopted animals and will ensure that the animals are properly vaccinated and licensed.  The Animal Rescue League will remit certain redemption fees and all licensing fees to the City.

ADDITIONAL INFORMATION: 

 

In 2005, the City entered into a three year contract with the ARL to provide Animal Shelter services to the City.  The contract will expire in July 2008.  The 2005 contract did not provide any renewal options however, this arrangement has been beneficial to both parties and to the residents of Des Moines.  The City and the ARL wish to continue contracting for services and have re-negotiated the contract.

 

The contract entered into in 2005 was for $316,000.  This contract is approximately 8% higher due to cost of living increases. 

 

The City of Des Moines will pay the Animal Rescue League to provide Animal Shelter services to the citizens of Des Moines at the current location of the Des Moines Animal Shelter, 1615 SE 14th, Des Moines, Iowa.  The Des Moines Police Department will continue to handle all animal control issues such as animals at large, animal bites, dangerous or vicious animals or animal annoyance issues. 

 

The City will lease the Animal Control Shelter building to the Animal Rescue League for $1.00 per year.  The Des Moines Police Department will be provided office and parking space at the facility and will continue to operate at the location, 1615 SE 14th, thus minimizing any disruption of service or confusion to the public.
