AGENDA HEADING:

 

Hearing on 2008 Park and Cemetery HMA Improvements:  Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids, and designating lowest responsible bidder as Grimes Asphalt & Paving Corp., J M Yonker, President, $409,450.

 

 

SYNOPSIS:

 

This is a public hearing to allow for public input on the 2008 Park and Cemetery HMA Improvements and take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project. Park and cemetery roadways and parking lots require periodic rehabilitation to provide safe access, proper drainage, and an aesthetic experience for park and cemetery visitors.  This project provides for pavement scarification, HMA resurfacing, curb replacement, and storm water drainage improvements to address the normal pavement deterioration that has occurred over the years.

 

 

FISCAL IMPACT:

 

Amount:  $409,450 Construction Contract ($444,200 City Engineer's Estimate)

 

Funding Source:  2008-2009 CIP, Page Park-15, Neighborhood Park Improvements, PKS137, Being:  $206,050 in G. O. Bonds from PKS137 for improvements at the East Side Library: $150,000 in available G. O. Bonds and $60,500 in G. O. Bonds from PKS138, Cemetery Infrastructure and Improvements, Page Park-5, for improvements at Glendale, Woodland, and Laurel Hill Cemeteries; and $27,650 in G. O. Bonds to be issued from BLD111, Parking Lot Rehabilitation, Page Building-15, for improvements at the Police Station.

 

 

ADDITIONAL INFORMATION:

 

On May 19, 2008, under Roll Call No. 08-854, the City Council received and filed plans, specifications, form of contract documents, and City Engineer's estimate for the construction of the 2008 Park and Cemetery HMA Improvements.  Before the City Council can enter into a contract, it must hold a public hearing and approve the proposed plans, specifications, and form of contract documents and engineer's estimate for the construction of the 2008 Park and Cemetery HMA Improvements, 11-2008-007.  The improvement includes overlaying existing roads and parking lots, storm sewer construction and earthwork; all in accordance with the contract documents, including Plan File Nos. 490-1/9 at the following locations in Des Moines, Iowa:

 

Glendale Cemetery, 4909 University Avenue

Laurel Hill Cemetery, 3601 E. Court Avenue

Woodland Cemetery, 2019 Woodland Avenue

East Side Library, 2559 Hubbell Avenue

•Police Station, 25 E. 1st Street.

 

Sealed bids for said improvement were submitted by the following bidders:

 

Grimes Asphalt & Paving Corp., Grimes, IA

Des Moines Asphalt & Paving Co., Des Moines, IA

 

The bids were received and opened at a public meeting presided over by the City Engineer in the City Council Chambers, 2nd Floor, City Hall, 400 Robert D. Ray Drive, Des Moines, Iowa at 11:00 a.m. on June 10, 2008.

 

The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by Grimes Asphalt & Paving Corp., J M Yonker, President, 12021 NW 54th Avenue, Grimes, IA, 50111 in the amount of $409,450, and said bid should be accepted.  The Finance Director has determined that funds are available for said improvement as stated above.
