AGENDA HEADING:

 

Approval of the 2008 COPS Technology Grant Program application to the U.S. Department of Justice, Office of Community Oriented Policing Services.

 

 

SYNOPSIS:

 

Recommend approval of a grant application which has been prepared for submission to the U.S. Department of Justice, Office of Community Oriented Policing Services to provide additional funding for the voice communication project to improve interoperability between police, fire and emergency medical services in the Des Moines Metropolitan Statistical Area.

 

 

FISCAL IMPACT:

 

Amount:  $140,295.  There is no match required.

 

Funding Source:  U.S. Department of Justice, Office of Community Oriented Policing Services, deposited to the FY09 Operating Budget, Police Department Special Revenue Funds – SP751, Page 284.

 

 

ADDITIONAL INFORMATION:

 

Grant proceeds from the 2008 COPS Technology grant will be used to augment the interoperability project by funding additional receivers and base stations needed for the interoperability network. 2008 grant proceeds will be used to augment 2005 grant proceeds to accomplish the overall grant objectives as described below.

 

On November 7, 2005, a 2005 COPS Interoperability grant award from the U.S. Department of Justice, Office of Community Oriented Policing Services was accepted.  $4,158,868 was awarded for the total project, of which $3,000,000 was the federal share and $1,158,868 was the local match.  The City of Des Moines and Polk County equally share the local match funded by E-911 surcharge revenue.  The grant will establish four additional radio channels that can be used by different agencies at a particular event or during a specific incident.  Two of these channels would be for coverage throughout the county.  The other two would be portable and could be taken to a particular location to support communications. 

Funds are also included to upgrade mobile and portable radios throughout the county to access these additional four channels.

 

It is anticipated the grant period will be from October 01, 2008 through September 30, 2011.
