AGENDA HEADING:

Approval of annual software maintenance and support costs for Geographical Information System (GIS) software licensed by Environmental Systems Research Institute (ESRI), 380 New York Street, Redlands, CA 92373.

SYNOPSIS:

Approval of annual software maintenance and support costs for GIS software licensed by ESRI under an exception to the competitive procurement requirements. The City and its regional partners have adopted the ESRI suite of GIS software as their standard. This action would approve the annual maintenance and support costs for this standard software.

FISCAL IMPACT:

Amount:  $ 25,867.33

Funding Source:  2007-2008 Operating Budget, page 196, GE001, IFT010200

ADDITIONAL INFORMATION:

The City’s Geographic Information System (GIS) is a complex computer generated mapping system that integrates graphics with multiple databases that display the resulting objects or areas as a map of the City.  Geographic characteristics of the City along with thematic overlays are integrated to provide utility, topography, building, and administrative information regarding property and parcels in the City.

The ESRI products (ArcIMS, ArcSDE, ArcGIS Spatial Analyst, ArcGIS Publisher, ESRI Developers Network (EDN), and ArcGIS Server) provide a suite of software products for building and deploying a complete GIS wherever it is needed to operate– on desktops, servers, or custom applications; over the Web; or in the field.

Maintenance agreements entitle the City of Des Moines to upgrade to newer versions of the product as they become available.  Also, they entitle the City to technical support for licensed products, technical how-to documents, on-line webcasts, complimentary User Conference registration, and demonstrations of new product releases.

Therefore, it is recommended that the City Council approve an exception to the competitive procurement requirements as allowed by municipal code section 2-726(a)(7).
