HEADING:
Approval of Certification of Local Government Approval for Nonprofit Organizations Receiving ESG Funds from State Grantees.
SYNOPSIS:
Recommend to authorize the Mayor to sign the Certification of Local Government Approval for Nonprofit Organizations Receiving ESG Funds from State Grantees.
This is a HUD regulation that requires local governments (cities or counties) that have jurisdiction over non-profit organizations and programs to certify that they understand and agree to allow the non-profit agencies to receive federal funds directly from the State, as Grantee of Emergency Shelter Grant (ESG) funding.

INFORMATION:
Federal ESG regulations found in 24 CFR 576.25(b) allow states to provide
ESG funding to units of general local government and nonprofit organizations in
accordance with 42 U.S.C. 11373(c), which states “Any State receiving
assistance under this part may distribute all or a portion of such assistance
to private nonprofit organizations providing assistance to homeless individuals,
if the local government for the locality in which the project is located
certifies that it approves of the project.”
The following is a list of non-profit agencies located in the City of Des
Moines, which will be receiving State ESG funds, the location of the agency,
the amount of ESG funds received, the activity which is funded in whole or in
part with the ESG funds and the estimated number of persons to be served. Most of the projects also receive funding
from the City’s Community Development Block Grant (CDBG), Emergency Shelter
Grant, and/or the Shelter Housing Program (SHP). Consequently, City monitoring staff is familiar
with these agencies and is not currently reporting any compliance or
performance problems.

ACTIONS AND FUTURE COMMITMENTS:
The certification does not have to be completed annually for projects
funded at the same shelter sites. The
State only needs to document that it has offered the local government the opportunity
to withdraw its previous approval.
