Approval of Certification of Local Government Approval for Nonprofit Organizations Receiving ESG Funds from State Grantees.

 

 

SYNOPSIS:

 

Recommend to authorize the Mayor to sign the Certification of Local Government Approval for Nonprofit Organizations Receiving ESG Funds from State Grantees.

 

This is a HUD regulation that requires local governments (cities or counties) that have jurisdiction over non-profit organizations and programs to certify that they understand and agree to allow the non-profit agencies to receive federal funds directly from the State, as Grantee of Emergency Shelter Grant (ESG) funding.

ADDITIONAL INFORMATION:

 

Federal ESG regulations found in 24 CFR 576.25(b) allow states to provide ESG funding to units of general local government and nonprofit organizations in accordance with 42 U.S.C. 11373(c), which states “Any State receiving assistance under this part may distribute all or a portion of such assistance to private nonprofit organizations providing assistance to homeless individuals, if the local government for the locality in which the project is located certifies that it approves of the project.”

 

The following is a list of non-profit agencies located in the City of Des Moines, which will be receiving State ESG funds, the location of the agency, the amount of ESG funds received, the activity which is funded in whole or in part with the ESG funds and the estimated number of persons to be served.  Most of the projects also receive funding from the City’s Community Development Block Grant (CDBG), Emergency Shelter Grant, and/or the Shelter Housing Program (SHP).  Consequently, City monitoring staff is familiar with these agencies and is not currently reporting any compliance or performance problems.

 

·        Primary Health Care, 979 Oakridge Dr. ESG - $24,000 for Street Outreach to provide referral, health services, and case management for 25 or more new clients.

·        Catholic Charities – St. Mary’s Family Center, 1815 Hubbell Ave, ESG - $16,000 for food, clothing, and homeless prevention services for 500 individuals and families.

·        The Home Connection, 3001 Grand Ave, ESG - $16,000 for transitional housing for up to 25 families comprised of 115 individuals.

·        Criminal Justice Ministries – Hansen House, 1521 6th Ave, ESG - $16,000 for transitional housing and case management for up to 80 men recently released form prison.

·        New Directions, 3001 Grand Ave, ESG - $16,000 for emergency shelter, food, and case management for up to 350 individuals in families.

·        Home, Inc, 1111 9th St., ESG - $16,000- for homeless prevention counseling for up to 350 individuals.

·        House of Mercy, 1409 Clark St., ESG - $24,000 for transitional housing and case management for 270 women and children.

·        Iowa Homeless Youth Centers (IHYC), 1219 Buchanan, ESG - $24,000 to provide transitional housing and support services to 30 youth housed at both the Buchanan and 1216 MLK facilities.

·        Port of Entry, Inc. 803 Lyon St. ESG - $13,500 to provide food and utility payments for 20 homeless or near homeless individuals.

·        Proteus, Inc. 3850 Merle Hay Rd. ESG - $24,000 for rent assistance and other homeless prevention and referral services for up to 300 individuals.

·        YMCA, 101 Locust St., ESG - $16,000 for transitional housing and support services for up to 160 individuals.

·        Youth Emergency Shelter & Services, 918 S.E. 11th St., ESG - $24,000 for emergency shelter and support services for up to 700 youth annually.

·        CROSS Ministries, 1050 24th St., ESG - $13,500 for homeless prevention to assist 80 persons with rent, food, and utilities.

·        Beacon of Life, 1717 Woodland Ave., ESG - $24,000 to provide transitional housing and support services for up to 127 homeless women annually.

·        Central Iowa Shelter & Services, 205 15th St., ESG - $32,000 to provide emergency shelter and support services to 1,200 men and women annually.

·        Central Iowa Shelter & Services, 205 15th St., ESG - $24,000 to provide up to 90,000 meals annually to homeless and low-income persons, five days per week at six sites throughout the City.

·        St. Joseph’s Family Shelter, 1535 11th St., ESG - $24,000 to provide emergency shelter and meals for 260 family members annually.

·        Iowa Homeless Youth Centers – Reggie’s Place, 701 Grand Ave., ESG - $24,000 to provide support services and activities for up to 500 youth annually.

·        Interfaith Hospitality Network, 4114 Allison Ave., ESG - $14,090 for emergency shelter and food for 115 families annually.

·        180 degrees, Inc., 3650 Cottage Grove, ESG - $13,500 for transitional housing and support services for 30 men.

ANTICIPATED ACTIONS AND FUTURE COMMITMENTS: 

 

The certification does not have to be completed annually for projects funded at the same shelter sites.  The State only needs to document that it has offered the local government the opportunity to withdraw its previous approval.
