AGENDA HEADING: 

 

Approving Supportive Housing Program (SHP) Renewal Grant Agreement with the United States Department of Housing and Urban Development (HUD).

 

 

SYNOPSIS:

 

Recommended approval of SHP Renewal Grant Agreement by and between HUD and the City of Des Moines for supplemental funding for local homeless programs to address service gaps.  The renewal grant agreement provides for a one-year continuation of the Lighthouse Host Home.

 

 

FISCAL IMPACT:

 

Amount:  $287,355 

 

Funding Source:  HUD/Supportive Housing Program 2007-08 Operating Budget, Page 108, SP039 CDD049900.

 

 

ADDITIONAL INFORMATION:

 

On behalf of the City, the Housing Services Department submitted an application to HUD for SHP funding to provide supplemental funding for local homeless programs to address service gaps in Des Moines and Polk County.  HUD has forwarded a SHP renewal grant agreement totaling $287,355, which requires Council approval.  As the applicant, the City is responsible for the overall management and administration of the grant, including draw-downs, fund distribution and reporting to HUD.  The aforementioned renewal grant agreement is for a term of one year.

 

The project sponsor and the activities they will perform are as follows:

 

Iowa Homeless Youth Centers – Lighthouse Host Home.  This is a one-year renewal of existing transitional housing and support services for up to 18 youth and/or youth with children.  The agency currently estimates $73,751 of local leverage.  Last year the program served 14 youth with 10 exiting the program and 8 (80%) exiting to permanent housing.
