AGENDA HEADING:

 

Approving and authorizing the execution of Iowa Department of Transportation (IDOT) Change Order No. 1 to Ingersoll Run Phase 2 Storm Sewer Outlet not to exceed City cost of $64,665.83.

 

 

SYNOPSIS:

 

Approval of Change Order No. 1 as prepared by IDOT in the amount not to exceed $71,338.88, for the cost to add 30-inch storm sewer on 29th Street and 31st Street, to remove the Ingersoll Avenue Streetscape project storm sewers from the combined sewer, and connect those sewers to the storm sewer system constructed as part of the Ingersoll Run Phase 2 Storm Sewer Outlet.

 

 

FISCAL IMPACT:

 

Amount:  $64,665.83

 

Funding Source:  2008-2009 CIP, Page Street-21, I-235 Storm and Sanitary Sewer Improvements, STR197, TIF Bonds and Storm and Sanitary Sewer Enterprise Funds. The IDOT share is $6,673.05 to be funded from   IDOT I-235 Project Funds.

 

 

ADDITIONAL INFORMATION:

 

On December 17, 2007, under Roll Call No. 07-2358, the City Council approved a preconstruction agreement with Iowa DOT for Ingersoll Run Phase 2 Storm Sewer related to I-235, where the City will reimburse Iowa DOT an estimated 55% of the storm sewer cost, 100% for any enhanced storm capacity, and 100% of sanitary sewer cost.  The repayment to begin in FY 2007-08.  As part of this agreement, change orders exceeding $25,000 in additional City contribution are to be approved by the Des Moines City Council.

 

Change Order No. 1 will construct storm sewers to connect the Ingersoll Avenue Streetscape project storm sewer outlets to the Ingersoll Run Phase 2 Storm Sewer project.  At the time that the IDOT designed and bid the Ingersoll Run Phase 2 Storm Sewer project, the City of Des Moines was also designing and bidding the Ingersoll Avenue Streetscape projects.  In order to keep the projects on schedule, the decision was made to bid the projects and build the connections between the projects as change order work to the Ingersoll Run Phase 2 Storm Sewer project.  The storm sewer constructed as part of the Ingersoll Avenue Streetscape project was temporarily connected to the combined sewer.  This change order work will remove the Ingersoll Avenue Streetscape project storm sewers from the combined sewer and connect the sewers to the new storm sewer system.  Change Order No. 1 includes construction of the following storm sewer connections between the two projects:

  • Approximately 175 feet of 30” storm sewer and one intake on 31st Street
  • Approximately 197 feet of 30” gasketed storm sewer on 29th Street

 

Additional watering for the sod that will be installed on the project is included.  This work is necessary for the overall drainage plan to remove the storm water from the combined sewer within the Ingersoll basin.  The change order has been reviewed by the City’s representative, Veenstra and Kimm, Inc., and found to be reasonable.  The City’s share of Change Order No. 1 is $64,665.83, and the IDOT share is $6,673.05.  The total change order is for $71,338.88.
