AGENDA HEADING:

 

Approving and authorizing the execution of Iowa Department of Transportation Grant Agreement for the Principal Riverwalk Kiosk and Trail.

 

 

SYNOPSIS:

 

Recommend approval of Iowa Department of Transportation (IDOT) Grant Agreement No. 2009-RT-003 for State Recreational Trail funding for the Principal Riverwalk Kiosk and Trail.  This project will include construction of the kiosk building and adjacent plaza and walls.

 

 

FISCAL IMPACT:

 

Amount:  $1,500,000

 

Funding Source:  Various funding sources as follows:

 

  • $750,000 Iowa DOT State Recreational Trail Funds
  • $750,000 2008-09 CIP, Page Park Improvements-23, Riverwalk, PKS162, Private funds

 

 

ADDITIONAL INFORMATION:

 

In 2008, the Iowa State Legislature allocated $750,000 for the Principal Riverwalk through the IDOT recreational trails appropriations in the Infrastructure Bill.  The Des Moines Riverfront Development Authority (RDA) has identified the Court Avenue Kiosk Building as the next priority for Principal Riverwalk construction.  The Kiosk building is located adjacent to the Des Moines River flood wall and multi-purpose trail on the northeast corner of Court Avenue and Water Street.  The building includes multi-use space with a small preparation area on the upper level and public restrooms and mechanical/electrical service space on the lower level.  To fully utilize the IDOT grant, construction of adjacent floodwall and plaza areas will be included to address constructability and access prior to completion of the remaining Riverwalk trails and plaza.

 

An agreement with the RDA for funding will be presented to City Council for consideration in the future.  Construction is planned to begin in 2009.
