AGENDA HEADING:
Approving extension of time on Center
Street Pedestrian (Riverwalk) Bridge.
SYNOPSIS:
Recommend approval of extension of time for Cramer and Associates,
Inc., Robert Cramer, President, 5600 Brookside Drive, Grimes, IA 50111, on the
Center Street Pedestrian (Riverwalk) Bridge to April 1, 2009.
FISCAL IMPACT: NONE
Amount: The City budget will not be impacted.
Funding Source: The Principal insurance
company is responsible for costs associated with additional design fees and
fabrication inspection.
ADDITIONAL INFORMATION:
The
contract completion provision for the Center Street Pedestrian
(Riverwalk) Bridge project is November 16,
2008. The contractor has requested an extension
of 90 Working Days and Free Winter Work from 11-15-2008 to 4-1-2009, to
complete the project due to delays caused by the complicated nature of the
structural steel design and fabrication.
The
one-of-a-kind design has been very difficult for the fabricator, Industrial
Steel (ISC). The complexity of the
design and detailing required to fabricate the steel sections has taken more
time and effort than anticipated by the fabricator. The fabricator is a subcontractor to Cramer
and Associates. The contractor has
worked diligently on the project, but has not received delivery of the steel
arch and deck sections from the fabricator.
The
controlling item of work is erection of the structural steel. Much of the work to be done is temperature
sensitive and not allowed by specification during cold weather, including
welding, painting and placement of deck surface. It is in both the contractor’s and City’s
interest to delay work through the winter work period defined in the IDOT
specifications as November 15 – April 1.
After April 1, 2009, liquidated damages will be assessed at $1000/day in
accordance with the contract. At this
point, bridge construction is expected to be complete in late summer 2009. Staff recommends approving an extension to April
1, 2009, at no additional cost to the project. The liquidated damages will partially offset
the increased project cost for shop inspection and construction administration
during the extended construction duration.
