AGENDA
HEADING:
Approving and authorizing the
execution of Iowa Department of Transportation Agreement for traffic signals on
Tuttle Street at SW 8th Street and SW 9th Street.
SYNOPSIS:
Recommend approval of Iowa
Department of Transportation (IDOT) Agreement No. 2009-TS-010 for Traffic
Safety Improvement Program project funding for installing traffic signals on
Tuttle Street at SW 8th Street and SW 9th Street. IDOT funds in the amount of $300,000 are
available for construction costs. The
City’s portion of the project, consisting of the design, inspection, and
construction administration costs, is estimated to be $45,000.

INFORMATION:
In July
of 2007, City Council authorized that an application be submitted to the IDOT
for traffic signal installations on Tuttle Street at SW 8th Street
and at SW 9th Street. The
IDOT has approved $300,000 for this project.
The remaining costs, including design, inspection, and construction
administration, are to be funded by the City.
The total City cost is estimated to be $45,000.
This
project provides for new traffic signals at these two adjacent intersections,
replacing the current two-way stop control.
New signal poles will be installed outside the 10-foot clear zone. New mast arms with overhead signals and back
plates will be installed. The signals
will be interconnected with the City’s downtown traffic signal system.
The
intersection of Tuttle Street and SW 8th Street was ranked fourth statewide
in the IDOT Urban Intersection Crash Listing for the five-year period from
2001-2005. A large number of the crashes
were right-angle type, which will be reduced by installation of traffic signals. The intersection of SW 9th and
Tuttle did not have a significant number of crashes during the same time
period, but due to its close proximity to SW 8th Street, this
intersection is also planned to be signalized.
