AGENDA HEADING:

 

Approving Professional Services Agreement with Howard R. Green Inc., for design and construction phase services for the Jackson Basin Pump Station and Emergency Standby Power Generation for nine existing stormwater pump stations, not to exceed $938,900.

 

 

SYNOPSIS:

 

Recommend Council approval of the Professional Services Agreement with Howard R. Green Company (Dan Lovett, Vice-President, 5525 Merle Hay Road, Suite 200, Des Moines, IA 50131) for an hourly rate, not to exceed amount of $938,900 to provide design and construction phase services for the Jackson Basin Pump Station, design services for the storm water basin reconstruction, and design and construction phase services for emergency standby power generation to nine exisiting stormwater pump stations.

 

 

FISCAL IMPACT:

Funding Source:   As follows:

$605,500 – 2008-2009 CIP, Page Storm Water – 6, Crawford Creek Watershed Improvements - STE074, Storm Water Revenue Bonds;   

 

$333,400 – Recommended 2009-2010 CIP, Page Storm Water – 16, Storm Water Pump Station Emergency Power Generation – STE084, Storm Water Utility Fund

 

 

ADDITIONAL INFORMATION:

 

Crawford Creek Watershed Improvements

A Request for Proposals (RFP) for the Jackson Basin Pump Station project was issued on August 20, 2008.  Five responses to the RFP were received on September 18, 2008.  A selection committee that included City staff from Public Works and Engineering was formed to evaluate the proposals.  The selection committee determined that all five firms should be interviewed based on the proposals submitted.  Howard R. Green Company was selected as the consultant based on their recent storm pump station experience in the City of Des Moines.  City staff has negotiated a contract with Howard R. Green Company for design and construction phase services for the Jackson Basin Pump Station in the amount of $605,500.

 

The Jackson Basin Pump Station project provides for improvements addressing capacity deficiencies in the 1,350 acre Crawford Creek Watershed.

 

Standby Emergency Power

After the flooding events of 2008, it was determined that the City’s best interest is served by providing standby emergency power generators for stormwater pumping stations.  Power is currently provided by MidAmerican Energy Company.  Should power from the MidAmerican Energy grid be interrupted, the stormwater pump stations will not have the ability to perform their designated function.  Howard R. Green Company was selected as the design consultant because of their recent stormwater pump station experience in the City of Des Moines.  City staff has negotiated a contract with Howard R. Green Company for design and construction phase services for standby emergency power generators at nine of the thirteen existing storm water pump stations for $333,400.

 

The design of the standby power generators for the storm water pump stations in Central Place will be coordinated with the US Army Corps of Engineers and the design currently underway for the Central Place levee.
