Proposal from the Animal Rescue League for Animal Control Services

 

 

SYNOPSIS: 

 

The Animal Rescue League has submitted a proposal to provide animal control services to the City on a contract basis.  This proposal will result in cost savings to the City.  It is recommended that this proposal be accepted and a contract for services be negotiated.

 

 

FISCAL IMPACT:

 

Amount:   Contract cost $525,000 annually.

ADDITIONAL INFORMATION: 

 

As part of the City’s budget reduction plan, the Police Department has contacted the Animal Rescue League (ARL) to discuss a contract for animal control services.  We have reached an agreement in principle for animal control services to be performed by the ARL.  The ARL has submitted a proposal that they will perform the duties for $525,000 annually, for a three year contract period, with options to extend the contract. 

 

The proposal is estimated to save the City of Des Moines $63,766 the first year and slightly more for the next two years of the contract.  As well, the ARL has agreed to purchase some of the existing animal control vehicles at fair market value. The remainder of the fleet will be utilized by City departments or sold at auction.

 

A Police Sergeant will remain as the City’s Chief Humane Officer and will oversee the contract for services.  The police department will be in contact with ARL personnel on a daily basis and will monitor the ARL’s performance to ensure they provide the expected level of service required during the contract period.

 

It is recommended that this proposal be accepted and that the City Manager and Chief of Police are authorized to negotiate a contract with the ARL for these services and the City Manager is authorized to execute the contract upon approval of the terms by the City legal department.
