AGENDA HEADING:

 

Ordering construction of the following:  2009 Sewer Lining Program - Receiving bids, (3-10-09), and Setting date of hearing, (3-23-09).  (Construction Estimate - $5,218,800).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  This project provides for the rehabilitation of sanitary and storm sewers that have not yet failed, but are in an advanced state of deterioration due to age, some up to 100 years old.  Lining of sewers has proven to be a cost effective and less disruptive method for rehabilitating deteriorated sewers compared to excavating and replacing them with new facilities.

Amount:  $5,218,800 City Engineer's Estimate

 

Funding Source:  2008-2009 CIP, Page Sanitary-11, Lining Sanitary Trunk and Lateral Sewers, SAE049, being $4,919,900 in Sanitary Sewer Funds from SAE049 and $298,900 in Storm Water Utility Funds from City-Wide Storm Water Utility Program, Page Storm-4, STE057

 

 

ADDITIONAL INFORMATION:

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the 2009 Sewer Lining Program, 07-2009-003.  The improvement includes renovation of 33,000 lineal feet of 8" through 60" diameter sanitary and storm sewers with cured-in-place pipe (CIPP), by-pass pumping, manhole rehabilitation, and other related items; all in accordance with the contract documents, including Plan File Nos. 495-065/084 at the following locations in Des Moines, Iowa:

•Grand Avenue from the Des Moines River to 3rd Street

3rd Street from Grand Avenue to Watson Powell Way

Watson Powell Way from 3rd Street to 7th Street

7th Street from Watson Powell Way to Park Street

•Park Street from 7th Street to 9th Street

9th Street from Keosauqua Way to 200’ South

•Grand Avenue from 9th Street to 10th Street

9th Street from Grand Avenue to Walnut Street

•Robert D. Ray Drive from E. Grand Avenue to 1200’ North

•Robert D. Ray Drive @ 1200’ North of E. Grand Avenue to 400’ East

E. Grand Avenue from Pennsylvania Avenue to 1000 Block

E. Walnut Street from E. 4th Street to Kasson Street

•E. Court Avenue from Robert D. Ray Drive to E. 7th Street

•Railroad Right of Way @ 63rd Street and Grand Avenue to 3000’ S.E.

The estimated construction cost is $5,218,800.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
