Approving Professional Services Agreement with Genus Landscape Architects, P.C. for professional services for the Beaver Avenue Streetscape not to exceed $169,885.

 

 

SYNOPSIS:

 

Recommend approval of the Professional Services Agreement between the City of Des Moines and Genus Landscape Architects, P.C., (Brett Douglas, President), 325 East 5th Street, Des Moines, IA 50309 for professional services for the Beaver Avenue Streetscape, for an hourly agreement not to exceed $169,885.

ADDITIONAL INFORMATION:

 

For the past few years the Beaverdale Neighborhood has been considering streetscape improvements for Beaver Avenue. The streetscape concept has been suggested in two privately funded neighborhood revitalization plans for Beaverdale, the first completed in 2003 by RDG Planning and Design and the second drafted in 2007 by the Beaverdale Main Street Initiative Design Committee.

 

On August 11, 2008 by Roll Call No. 08-1471, City Council authorized the City Manager to proceed with Request for Proposals (RFP) to initiate the Beaverdale Streetscape Design Study. Seven proposals were received in response to the RFP.  A selection committee composed of representatives from Engineering, Community Development, Economic Development, and the Beaverdale Neighborhood rated the proposals.  Genus Landscape Architects, P.C. was selected by the committee based on their qualifications, defined approach to this project, and previous performance with the City.

 

Staff has negotiated a Professional Services Agreement with Genus Landscape Architects, P.C, for hourly rates not to exceed $169,885 to provide a conceptual streetscape design and cost estimates for the Beaver Avenue corridor from 41st Street to Douglas Avenue, a more detailed preliminary streetscape design and cost estimate for the core business area of Beaver Avenue from Beavercrest Drive to Adams Avenue, and assistance with the community fundraising initiative. After completion of the fundraising initiative, the budget for the initial streetscape construction project will be determined and it is anticipated that a supplemental agreement will be negotiated with the consultant for final design and construction administration services.

 

The agreement also includes design and construction administration services for neighborhood entrance markers in three locations; 34th Street & Urbandale Avenue, 48th Place & Urbandale Avenue, and Beaver Avenue and Douglas Avenue. Although separate from the streetscape project, it is cost effective to include consultant services for the neighborhood entrance markers with the streetscape project so the public meeting/input process can be combined for the two projects. $15,000 from the Parks Neighborhood Streetscape Matching Funds account was awarded to the Beaverdale Neighborhood Entrance Marker Project and these funds will be applied towards the cost of the consultant services for this portion of the agreement.
