AGENDA HEADING:
Approving Professional Services Agreement with
Snyder & Associates for design and construction phase services for S.E. 6th
Street Widening – Court Avenue to the Des Moines River, not to exceed $297,500.
SYNOPSIS:
Recommend approval of the
Professional Services Agreement with Snyder
& Associates (David Moeller,
President), 2727 S.W. Snyder Blvd., Ankeny, IA, 50023, for an hourly
agreement not to exceed $297,500, to provide design and construction phase services for S.E. 6th Street Widening – Court
Avenue to the Des Moines River.
FISCAL IMPACT:
Amount: $297,500
Funding Source: 2009-10 CIP, Page Streets-39, STR237, S.E. 6th Street
Widening – Court Avenue to the Des Moines River, TIF Bonds.
ADDITIONAL
INFORMATION:
S.E. 6th
Street is an important arterial roadway connecting the south side of Des Moines
to the State Capitol and Central Business District. Development on the southeast side of Des
Moines and the success of the East Village have caused already heavy traffic
demands to increase. The construction of
the SE Connector across the Des Moines River to S.E. 6th Street will
further increase traffic volumes on this already busy roadway. This project provides for complete
reconstruction of S.E. 6th Street into a complete street, from the
Des Moines River Bridge north to Court Avenue.
The improvements will include a three-lane roadway with one lane of
traffic in each direction along with a center two-way left-turn lane. Bike lanes will be included on both sides of
the roadway. The roadway corridor would
also be improved to an urban standard with the construction of curbs, storm
sewer, and sidewalks.
A
Request for Proposals (RFP) for design and construction phase services has been
developed. This RFP was advertised in
the newspaper and posted on the City’s web site. Nine proposals were received in response to
the RFP. A selection committee composed
of representatives from Engineering, Traffic, Public Works, and Parks
Departments rated the proposals. Snyder
& Associates was selected by the committee based on their qualifications,
defined approach to this project, and their past performance on complex urban
projects with aggressive schedules and major coordination requirements.

services for design and construction administration, and construction
