AGENDA HEADING:

 

Ordering construction of the following:  Trestle to Trestle Trail Realignment - Receiving bids, (3-24-09), and Setting date of hearing, (4-6-09).  (Construction Estimate - $277,750).

 

 

SYNOPSIS:

 

Recommend the City Council proceed with construction of the improvement and set dates to receive bids and hold a public hearing, as required by Iowa Code, utilizing the method of financing referenced below.  During the flood of 2008, the levee along ML King Jr. Parkway was raised approximately 1.5 feet to prevent the predicted flood crest from overtopping the levee.  The additional clay material was placed on top of the recreation trail on top of the levee.  In order to protect the properties from future flooding events, the City Council awarded the M.L. King Jr. Parkway Levee Restoration contract on November 24, 2008, which included removal and stockpile of the clay material, removal of the recreation trail, and reconstruction of the levee with the salvaged clay material.  This project will reconstruct the recreation trail on a new alignment along the east side of M.L. King Jr. Parkway between Clarkson Avenue and Madison Avenue, because the top of the levee is not wide enough to reconstruct the recreation trail to current standards.

 

 

FISCAL IMPACT:

 

Amount:  $277,750 City Engineer's Estimate

 

Funding Source:  2009-2010 CIP, Page Parks-22, Recreation Trails, PKS045, being $100,000 anticipated approximate FEMA reimbursement with the remaining $177,750 in Des Moines G. O. Bonds

 

 

ADDITIONAL INFORMATION:

 

The Engineering Department has prepared plans, specifications, form of contract documents, and City Engineer’s estimate for the construction of the Trestle to Trestle Trail Realignment, 11-2009-007.  The improvement includes realignment of the bike trail as a result of the restoration of a levee from the Floods of 2008.  Construction will include paving the trail, removal of fence, installation of ballards, extending storm sewer outlets, sidewalk ramps, access driveway, restoration and other incidental items; in accordance with the contract documents including Plan File Nos. 496-129/152, along the east side of M.L. King Jr. Parkway between Clarkson Avenue and Madison Avenue, Des Moines, Iowa.

 

The estimated construction cost is $277,750.  The proposed plans, specifications, and form of contract documents are available for public inspection in the City Engineer's Office.
