AGENDA HEADING:

 

Hearing on Southeast Connector Paving - SE 4th Street to SE 9th Street:  Resolution approving plans, specifications, form of contract documents, engineer’s estimate, receive and file bids, and designating lowest responsible bidder as Elder Corporation, Jared R. Elder II, President, 5088 E. University Avenue, Des Moines, IA, 50327, $3,356,000.

 

 

SYNOPSIS:

 

This is a public hearing to allow for public input on the Southeast Connector Paving - SE 4th Street to SE 9th Street and take the necessary actions as required by Iowa Code to authorize a contract for construction of the proposed project.  This project is the first phase of street construction of the four-lane extension of the east/west segment of Martin Luther King Jr. Parkway across the Des Moines River to SE 14th Street (US 65/69), and includes construction of the Southeast Connector from SE 4th Street to SE 9th Street except for the intersection at SE 6th Street which must be phased to maintain traffic in the area.

 

 

FISCAL IMPACT:

 

Amount:  $3,356,000 Construction Contract ($3,750,000 City Engineer's Estimate)

 

Funding Source:  2009-2010 CIP, Page Street-36, Southeast Connector - S.E. Sixth Street to S.E. 14th, STR219, being: 

·         $552,516.34 in Federal IA116 Funds for 80% eligible construction (maximum $765,646) with $138,129.08 in Des Moines Tax Increment Bonds for 20% Local match on Division 1 work from SE 4th - SE 6th Streets funded under STR214, Page Street-35;

·         $1,845,850.48 in Federal Transportation, Community, and System Preservation (TCSP) Program Funds for 80% eligible construction (maximum $2,116,550) with $461,462.62 in Des Moines Tax Increment Bonds for the 20% Local match on Division 2 work from SE 6th - SE 9th Streets funded under STR219, Page Street-36; and

·         $358,041.49 from Des Moines Water Works for Division 3 water main construction not Federal eligible.

 

 

ADDITIONAL INFORMATION:

 

On March 7, 2005, by Roll Call 05-530, the City Council approved execution of an Iowa Department of Transportation (IDOT) Agreement for the Southeast Connector; and by Roll Call 05-531, the City Council approved the professional services agreement with Kirkham Michael & Associates, (Roger Helgoth, President, Omaha, NE).  In cooperation with City staff, the consultant team has completed design of the Southeast Connector Paving improvements from SE 4th Street to SE 9th Street, which have been approved by the IDOT.  Improvements to SE 6th Street are being coordinated with other City projects and will be included in the next paving project.  In accordance with the IDOT Agreement, the IDOT agreed to advertise, receive, open, and tabulate the sealed bids on February 17, 2009.

 

On February 9, 2009, under Roll Call No. 09-164, the City Council received and filed plans, specifications, form of contract documents, and City Engineer's estimate for the construction of the Southeast Connector Paving - SE 4th Street to SE 9th Street.  Before the City Council can enter into a contract, it must hold a public hearing and approve the proposed plans, specifications, and form of contract documents and engineer's estimate for the construction of the Southeast Connector Paving - SE 4th Street to SE 9th Street, 06-2009-001.  The improvements includes construction of a Portland Cement Concrete Pavement 10 inches thick on the Southeast Connector and 8 inches thick on SE 5th, SE 7th, SE 8th, and SE 9th Streets with various width pavements and medians; together with the necessary removals, earthwork, clearing, grubbing, erosion control, sidewalks, driveways, recreational trails, pavement subdrains, storm sewers, water mains, traffic controls, traffic signals, street lighting, intersection enhancements, landscaping, and irrigation system; all in accordance with the contract documents including Plan File Nos. 494-001/113 on the Southeast Connector  from SE 4th Street to SE 9th Street, Des Moines, Iowa.

 

Sealed bids for said improvement were submitted by the following bidders:

 

Elder Corporation, Des Moines, IA

Sternquist Construction Inc., Indianola, IA

Corell Contractor, Inc., West Des Moines, IA

Concrete Technologies, Inc., Urbandale, IA

McAninch Corporation, West Des Moines, IA

Cedar Valley Corp., Waterloo, IA

Jasper Construction Services, Inc., Newton, IA

Hawkeye Paving Corp., Bettendorf, IA

 

The bids, in accordance with a previously approved IDOT Agreement, were received and opened by the IDOT on February 17, 2009.  The attached tabulation of bids by the Iowa DOT for said improvement be and is hereby received, and filed.

 

The City Engineer has determined that the lowest responsive, responsible bid for the construction of said improvement was submitted by Elder Corporation, Jared R. Elder II, President, in the amount of $3,356,000, and said bid should be accepted. The Finance Director has determined that funds are available for said improvement as stated above.
